The City of New York has selected AECOM to lead the design and build of coastal resiliency measures for Manhattan, formerly known as the Dryline (and before that, BIG U). The project team includes Dewberry, Bjarke Ingels Group (BIG) and ONE Architecture. BIG and ONE provided the original vision for the 10-mile-long project, and are working on the project's Lower East Side component (Phase 1). That phase, which should be complete by 2017, runs from Montgomery Street to East 23rd Street. That (fully funded) $335 million initiative incorporates parkland and recreational space into and over berms and heavy-duty flood barriers in the East River. Starr Whitehouse collaborated with the firms on the landscape design. AECOM and Dewberry New York–based firms responded to a request for proposals issued by the New York City Economic Development Corporation (NYCEDC). The duo's design will encircle the lower Manhattan waterfront for around 3.5 miles, from Montgomery Street on the Lower East Side, around the island's southern tip, to Harrison Street in Tribeca. The project is expected to cost more than $1 billion, Crain's reports. New York State Senator Chuck Schumer secured $176 million in federal funds for the project, while the City has set aside $100 million in capital funds last year, on top of an earlier $15 million contribution. There's no renderings yet available of AECOM and Dewberry's design, but AN will keep you updated as the project progresses.

New York City will receive $176 million in federal funding for disaster recovery. The funding would be put towards a section of the project extending from the northern portion of Battery Park City to Montgomery Street on the Lower East Side. The money is part of $181 million in funding for recovery projects in New York and New Jersey. The funds came from the National Disaster Resilience Competition, a U.S. Department Housing and Urban Development–sponsored competition to rebuild communities affected by natural disasters, The New York Times reports. The BIG–designed East Side Coastal Resiliency Project (scaled down, but known in former incarnations as the DryLine or the BIG U) calls for sea walls, retractable flood barriers, and grass berms that would double as riverside recreation areas, opening up the waterfront to create a shoreline comparable to the recreation-rich shores of Manhattan's West Side. The East Side Coastal Resiliency Project arose from Rebuild by Design, a 2014 competition to solicit ideas for six large-scale flood protection and resiliency measures in the tristate area. Rebuild by Design awarded New York City $335 million in federal funds for the East 23rd Street to Montgomery Street section. Mayor de Blasio has committed $100 million in capital funding to the project already.
Bjarke Ingels receives LafargeHolcim Global Bronze Prize for his work to make a more resilient Manhattan
The LafargeHolcim Foundation for Sustainable Construction has recognized New York City's commitment to progressive and resilient solutions by awarding Danish architect Bjarke Ingels of his eponymous firm BIG the Global Bronze Prize. AN was on hand as Ingels and company accepted the award. https://vimeo.com/117303273 Having been extensively covered by AN, it has become common knowledge that BIG’s plan to wrap Lower Manhattan in a landscape berm, known as "The BIG U" keeping floodwaters at bay has been accoladed left, right, and center. As a response to the Rebuild By Design competition organized by the federal Department of Housing & Urban Development (HUD), BIG's winning scheme called for a piece of what Ingels called "resiliency infrastructure" to give the project a strong social context. The Rebuild competition offered incentives to develop urban protection strategies in post–Hurricane Sandy world. Ingels touched on this at the ceremony when he talked about questions the BIG team asked themselves when developing the project. "Could we imagine a way that this resilience infrastructure wouldn't create a see wall that would segregate the life of the city from the water around it?" Ingels asked the crowd. Speaking about when Sandy hit in 2012, Ingels recalled: "Even my office was without power for two weeks, and we were the lucky ones!" The scheme has also been dubbed The Dry Line, referencing the High Line linear park in Manhattan's Chelsea neighborhood. "Maybe we can learn from the High Line...which has become one of the most popular promenades in the city," Ingels said. He noted that in the case of the High Line, the infrastructure itself had been decommissioned and has since manifested its way into city life. "What if [we] don't have to wait for the infrastructure to be decommissioned?" He continued. "What if we can design the resiliency infrastructure of Manhattan so it comes with intended social and environmental side effects that are positive?" Ingels has attempted to answer these questions in his scheme for Lower Manhattan. Despite being in the process of realization, the project will take a lot of extensive collaboration and planning to be a success. The Holcim Foundation has announced the three winners in its Global Holcim Awards for Sustainable Construction. The international competition, now in its fourth year, celebrates projects that "deliver tangible benefits to local communities." This project for a public park centers on creating spaces around and above a series of water reservoirs. Architectural form takes inspiration from the site’s history, surrounding topography, and structure of the existing tanks and pools, resulting in an intervention with minimal environmental impact. With the aim of reintegrating former soldiers into post-civil war society, young men from underprivileged backgrounds are trained in building techniques through their involvement in the construction of public buildings – such as this Community Library. The slender building sits lightly in the landscape and wraps around an inner courtyard, taking full advantage of cross ventilation and daylighting. The Dryline (or BIG U) project addresses the vulnerability of New York City to coastal flooding and proposes a protective ribbon in Southern Manhattan. The master plan uses a raised berm to create a sequence of public spaces along the raised bank at the water’s edge. The infrastructural barrier incorporates a range of neighborhood functions and as a result offers multiple design opportunities, fostering local commercial, recreational, and cultural activities.
The Bjarke Ingels Group's plan to wrap Lower Manhattan in a landscape berm to keep floodwaters at bay was definitely one of the most architecturally interesting proposals to come from Rebuild By Design, the Department of Housing and Urban Development’s competition to boost resiliency in a post-Sandy world. Last June, the plan—known as "The BIG U" or "The Dry Line"—also became the competitions's biggest winner. To implement BIG's ambitious vision, New York City was allocated $335 million, significantly more money than what was provided for the other five winners. Last fall, Daniel Zarrilli, the director of New York City’s Office of Recovery & Resiliency, told AN that the de Blasio administration was “absolutely committed” to realizing the plan, but that the end result wouldn't necessarily look like what we saw in the renderings. For one, the money would not be spent on the entire circuit, but rather one section of it on the Lower East Side. As the city continues taking steps toward make this plan a reality, a production company called Squint/Opera has released a pretty cool short film about BIG's grand vision. The piece is part of the firm's current exhibition HOT TO COLD at the National Building Museum in Washington, D.C.
