The developers behind a recently-proposed project that would bring a 1,020-foot-tall, Handel Architects-designed skyscraper complex to Downtown Los Angeles have officially submitted their project plans with the City of L.A. Urbanize.la reports that developers MacFarlane Partners, Peebles Corporation, and Claridge Partners submitted updated plans for a 1.26 million-square-foot proposal last week that would bring 120 condominiums, 450 apartments, 480 hotel rooms, and 50,000-square-feet of commercial uses to the hillside site formerly known as Angels Knoll park. The $1.2 billion project will also include a 45,000-square-foot charter school and is being designed to hug the rugged terrain via a complex of porous edges that connect to the adjacent Angels Flight funicular and an associated staircase. Site and landscape design for the project is being performed by OLIN and will feature a complex set of outdoor terraces, amphitheaters, and gardens. At least 50 percent of the project site will be left open under the current scheme, with a pair of towers and a stepped podium occupying improved areas. Glenn Rescalvo, partner at Handel Architects, told The Los Angeles Times, “We want to make the site as permeable as possible. You could enter from different points and reach all the other locations." Renderings for the project depict a tapered 88-story tower filled with condominiums, apartments, and 192 hotel rooms. A second, 27-story tower will house the remaining hotel rooms and the charter school. Don Peebles of Peebles Corporation told The Los Angeles Times, "It's basically a neighborhood within a building," adding, “It's the wave of the future for urban living." The Handel Architects proposal was selected by the city’s Chief Legislative Analyst earlier this year from among three other bids that included proposals by Natoma Architects and Gensler. The development site was originally envisioned as the location for a third tower planned for the California Plaza complex in the 1980s and 1990s, but the plan never materialized. Instead, disused site eventually became Angels Knoll park in early 2000s and was immortalized in the 2009 film 500 Days of Summer. The park closed in 2013 and its grounds have sat fenced-off and vacant ever since. The project will soon be joining the long-stalled, Frank Gehry-designed Grand Avenue Project, which is slated to contain 436 housing units, a 314-room hotel and 209,000 square feet of commercial space in a pair of 20- and 39-story towers. The Handel Architects project is estimated to take at least 41 months to build; the development team behind the project has announced a projected completion date of December 31, 2024.

The Los Angeles City Planning Commission has approved the Lake on Wilshire project, a 41-story mixed-use housing tower complex proposed by Archeon Group and developer Walter Jayasinghe for L.A.’s Westlake neighborhood. The proposal currently plans to bring 478 market-rate apartments—including 39 affordable units—to the area. The project site at 1930 Wilshire is currently occupied by a surface parking lot and is being developed to include an 850-seat performing arts center dedicated to Sri Lankan culture. The 70,000-square-foot performing arts center will sit at the corner of the site and is depicted in renderings for the project as a five-story structure wrapped in angular, multi-colored mosaic panels. The cultural center is planned to include ground floor public open spaces and feature a large statue located at the corner as well. An existing and historic medical office building located next door to the proposed tower and cultural center will be converted into a 220-key hotel room as part of the project. The project is located around the corner from the Westlake/MacArthur Park Purple Line Station and represents one of the first major market-rate developments for the predominantly working class and immigrant neighborhood. Westlake is sandwiched between Koreatown—which has seen many proposals for new, dense housing towers in recent years—and Downtown Los Angeles, another growing area. There are many concerns about the project, especially with regard to its less-than-stellar community benefits package and the high potential for neighborhood displacement the project could bring. Plans to provide $20,000 for the installation of Los Angeles Police Department surveillance cameras within a two-block radius of the project have also raised concerns in the neighborhood. Recent development in the area includes a 52-unit supportive housing complex for formerly-homeless veterans by L.A.-based Brooks + Scarpa and the Skid Row Housing Trust as well as a proposal by KTGY Architecture + Planning for an 85-unit transitional housing project built using repurposed shipping containers. A timeline for the Lake on Wilshire project has not been released. The project next heads to the Los Angeles City Council for final approval. Only six years old, London-based architecture firm PLP formed as a break away from KPF. Despite its age, the firm already has some noteworthy projects under its belt including the award winning The Edge in Amsterdam. Principals David Leventhal and Andrei Martin have recently designed one more, the Nexus Tower in the Pearl River Delta in China. The skyscraper comprises three stacked volumes, all of which are oriented differently upon a central axis acting as an elevator shaft. Martin is quick to say that this is not the core of the building, explaining that each volume has it's own core, situated on its outer edge. Such a feature "challenges the central core [office] typology," explained Martin. The Nexus Tower boasts quadruple-height informal spaces, all clad in glass, so that incumbent offices can advertise (for free) to passers by how much "fun" their employees are having. Exterior elevator shafts on each volume's "core" also aid legibility. This allows the public to witness inter-floor circulation as elevators travel up and down the facade, giving the impression of activity within the building. Set to rise 1,968 feet, the Nexus Tower will be the tallest of the structures within PLP's larger master plan. Other structures include The Platform for Contemporary Arts, a performing arts complex; The LZ Park Tower, a 984-foot office tower; and The Concourse, a large scale retail and leisure facility. Height and the lateral loads the tower must sustain were heavily influential in the design of the Nexus Tower. By fanning out the volumes, lateral loads could be divided up, reducing the overall impact. This also gave the building some visual diversity too, with each volume having a different view out over the city, mountains, and suburbs. The subsequent roof areas were adapted as terracing and green spaces. There is currently no construction timetable for the tower.
Reaching up into the sky in Bishan, Singapore is Moshe Safdie's recently completed development, and aptly named, Sky Habitat. Safdie's design includes walkways that connect the the two structures up to 38 storey's up, offering views across the suburban sprawl of Bishan. Views aren't the only thing offered to residents who take to the bridges at the complex either. As pictured above, a swimming pool spans the majority of the highest bridge (on the 38th floor) complete with palm trees. Below are two more bridges connecting the towers. They provide circulation between the buildings and facilitate airflow through the structures. In fact, ventilation was somewhat of a priority in the context of the Singapore's tropical and climate. As a result, by separating the volumes, Safdie has maximised exposure to each dwelling to combat the humid conditions. That's not to say that they too have been left bereft of vegetation, something which has been a key feature of Safdie's design. The inclusion of such greenery has lead to the bridges being termed as "sky gardens," offering a natural counter to the surrounding urban environment. Bishan, by comparison, is one of Singapore's fastest developing cities. The two volumes of the towers show off a staggered facade that maximizes each dwelling's views and sunlight exposure. Sky Habitat, by name, builds on Safdie's most recognized work, Habitat 67 in Montreal, Canada. If at first you don't succeed: Jean Nouvel's leaning towers of Paris gets planning approval after initial rejection
After an initial rejection by officials from the Paris Council, French architect Jean Nouvel has been awarded planning permission for his firm's so-called Duo Tower project on the Eastern banks of the Seine. Located in the Quartier De La Gare district of Paris, the project follows on the heels of another pyramidal tower by Herzog & De Meuron planned for the city. Since Paris has dropped its construction height limit, the project is one of the first to be jumping on the high-rise bandwagon. Taking advantage of the new lack of restrictions, the taller tower will rise to 590 feet while the lower block will reach just over 400. Nouvel's towers have been a source of controversy in the French capital. A fierce opponent of Parisian high-rises, Mayor Patrice vowed to fight the scheme earlier in the year. Speaking to Le Parisien he said "I will attack this permit with a gracious solution." Unimpressed with the towers winning planning approval, he went to on to say, "the permit/license of construction was validated on the basis of a grossly false photomontage," arguing that the renders did not accurately portray the visual effect the building would have on the skyline. Touted to cost over $570 million, the mixed-use towers will provide over one million square feet—about 24 acres—of office space, and include a hotel, auditorium, restaurant, and retail area. Of this space, some will be accessible to the public with the restaurant offering views over Paris and along the river. Construction is set to begin next year with the project aiming to be complete by 2020.
