New York’s five boroughs are plagued with vacant lots, even as the city finds itself in a housing crisis. Architects and planners have explored potential solutions like modular construction and basement units, and now the Department of Housing Preservation and Development (HPD) and the AIANY are trying to recruit architects to design sensitive infill housing. Big Ideas for Small Lots NYC is soliciting design proposals for scalable solutions across 23 vacant lots around the city. The design competition is just one piece of the de Blasio administration’s Housing New York 2.0 plan, which aims to create or preserve 300,000 units of affordable housing by 2026. For the project’s first phase, competitors have until March 24 to submit their proposals for a 17-foot-wide, 100-foot-deep vacant plot at 113 West 136th Street in East Harlem. Teams that submit the best-realized drawings and project narratives will be given a $3,000 stipend, have their materials exhibited at the Center for Architecture, and will be invited back for the competition’s second phase. Immediately after the finalists are chosen, HPD will assign the remaining teams different lots to develop proposals for, and the most promising may be built. New York currently has 1,023 acres of vacant public land across 1,367 lots citywide, according to Living Lots NYC, and many of them have sat unused for decades. A holistic solution is hard to come by, as some of the lots are as narrow as 13-feet-wide and others are nearly 10,000 square feet. Although the city hasn't exactly defined what “affordable” means for these lots, the New York Times noted that HPD is shooting for two-to-three family homes and may include below-market-rate rents. New York City’s affordable buildings are now going up in blocks as part of Mayor de Blasio’s Housing New York 2.0 plan released late last year. The more ambitious sequel to 2014’s original Housing New York, the new plan calls for a shift towards modular construction on affordable housing projects as a time- and cost-saving measure. Now, the first request for proposals (RFP) has been issued for a city-owned modular development. As reported by The Real Deal, NYC's Department of Housing Preservation and Development (HPD) first issued the RFP for a modular, 100 percent affordable building in East New York on May 24. The L-shaped plot is owned by the city and covers approximately 49,397 square feet at 581 Grant Street, between Pitkin and Glenmore Avenues along Elder Lane, adjacent to the Grant Avenue A station. For the city’s first mandated modular project, HPD is looking to develop a mixed-use building with 100 percent of the units allocated for affordable housing across all income levels. Ten percent of the units will be set aside for the formerly homeless. Interested parties have until September 10, 2018, to submit their proposals. Modular construction has taken off in a big way as of late and is one of the many tools that the de Blasio administration wants to use to hit 300,000 units of new or preserved units of housing by 2026 (up from 200,000 units in the 2014 plan). Boston is gearing up to open a new modular unit factory, and modular design/build start-up Katerra is continuing its impressive expansion across the West Coast. Last Friday, the New York City Economic Development Corporation (NYCEDC), along with the Departments of Housing Preservation and Development (HPD) and Parks and Recreation (DPR), announced a massive new project in the South Bronx spearheaded by L+M Development Partners. Dubbed Bronx Point, the project is located on city-owned land on the waterfront of the Harlem River, and will include about 600 units of affordable housing in phase one (1,045 units total) as well as the nation's first brick-and-mortar hip-hop museum, officially called the Universal Hip Hop Museum. Among the founding members of the museum are recording legends Kurtis Blow and Rocky Bucano; its cultural ambassadors include Big Daddy Kane, Rakim, LL Cool J, and many other recognizable names. Law and Order: SVU's Ice T is on the board of directors. Executive Director Rocky Bucano said the museum's goal was to bring "hip-hop back to the Bronx where it originated from [...] it's gonna be a complete history of hip-hop." The site of Bronx Point is located adjacent to the 149th Street corridor, making it very transit-accessible. Additional plans for the property include a public multiplex theater, a waterfront esplanade extending to Mill Pond Park, an outdoor performance space, an incubator for small food vendors, and educational spaces in partnership with established organizations like Billion Oyster Project, City Science, and BronxWorks. The project is projected to produce over 100 new jobs (and 915 temporary jobs during its construction) during phase one alone. It also aims to incorporate sustainable building practices for LEED Gold certification. Once approved, phase one is slated for completion in 2022. The proposal for Bronx Point has entered the Uniform Land Use Review Procedure (ULURP) with the support of Bronx Borough President Ruben Diaz Jr., Community Board 4 District Manager Paul A. Hoping to bolster its stock of affordable housing, New York City last week issued an RFEI (Request for Expressions of Interest) to redevelop the long-abandoned Greenpoint Hospital in Brooklyn into 500 supportive and affordable apartments. The 146,100-square-foot complex includes three buildings and open land that have been sitting empty since 1983. “It makes no sense in a community desperate for affordable housing that that prime site has been sitting here all this time," Mayor Bill de Blasio told a local town hall, according to DNAinfo. Brick structures on the site were built between 1915 and 1930. One is being used as a homeless shelter and the other was recently taken over by squatters. According to the RFEI, plans for the site need to consider its historic character, repurposing materials and the historic facades. However developers will be able to demolish one or more of the buildings “based upon highest level of feasibility.” A previous plan for redevelopment was halted in 2012 when the developer was indicted on bribery charges. De Blasio, who released his Housing New York plan shortly after taking office, has promised to add or preserve more than 200,000 affordable housing units in the city within ten years. “When more than 50,000 New Yorkers sleep in homeless shelters and hundreds of thousands more struggle to pay high rents with meager earnings, the City fails to live up to its promise of opportunity,” noted the report. The city recently reported that it has financed 77,651 affordable homes since January, 2014, putting it “ahead of schedule” to reach its goal.
New York City is set to replace an underused NYPD parking garage it owns with affordable housing on the eastern edge of Queens. “Under Housing New York, we committed to looking at every city-owned site as an opportunity to build affordable housing," said outgoing Housing Preservation and Development (HPD) Commissioner Vicki Been. "We are thrilled that in partnership with EDC and the NYPD, we now have a proposal to develop a dynamic mixed-use facility with affordable homes, a recreational facility, and commercial space in the heart of Jamaica, Queens.” A three-agency team selected Omni New York to develop the all-affordable complex, which will include 350 units plus commercial space. Plans for the 450,000-square-foot project put the NYPD parking garage below-grade, with street-level retail fronting 168th Street between Jamaica and Archer avenues—all busy neighborhood thoroughfares. The development is a partnership between the New York City Economic Development Corporation (NYCEDC), HPD, and the Housing Development Corporation (HDC). While Omni manages a portfolio of thousands of units nationwide, last month the city's Human Rights Commission charged that the company had discriminated against tenants who use housing vouchers and rental assistance, the Daily News reports. Omni denies all allegations. This project falls under the Jamaica Now Action Plan, a sweeping neighborhood revitalization initiative that launched in 2015. The $153 million plan emphasizes the community's "livability," which here includes workforce development and help for small business, as well as investments in public space.
"This entire process feels like window dressing for decisions already taken." So read a guerilla message plastered on design boards at a recent library visioning session in Inwood, a neighborhood at Manhattan's northern tip. The city announced last month that it will sell the Inwood branch library, on busy Broadway, to a developer who will build all-affordable housing and a new library on-site. The New York Public Library (NYPL) said that after the demolition, the rebuilt Inwood branch would be the same size and provide the same services. The Robin Hood Foundation, an antipoverty nonprofit, is putting $5 million towards the project to match the city's contribution. Although the housing would be privately developed, the city would maintain ownership over the library. The Department of Housing Preservation and Development (HPD) expects construction on the new building to begin in 2019. To prepare for changes, HPD has organized three visioning sessions about the library's future. The first was held last Wednesday night, and attracted about 60 people: HPD planner Felipe Cortes noted that the crowd was mostly older and whiter, an observation reflected in the number of stickers on the respective English and Spanish-language design and programming visioning boards. Residents were asked to express their preference for a new building at 115, 145, and 175 feet in height with 90, 110, and 135 units, respectively. Not included: an option to preserve the building, which dates to 1952. At the session, some residents felt the project was moving ahead too fast, and that public input would not substantially impact the city's plans; similar concerns were voiced earlier this month at a Manhattan Community Board 12 meeting, DNAinfo reported. "Bill de Blasio is too eager to cave to developers," said resident Sally Fisher. "It's like the city put a 'For Sale' on Inwood." She wondered where teenagers and children will congregate once demolition is underway. The impending sale follows two others that the city has authorized in Brooklyn Heights and Sunset Park, Brooklyn, both of which have sparked community outcry. (Brooklyn Public Library is a separate system from the NYPL, which covers Manhattan, the Bronx, and Staten Island.) For the Inwood deal, it's not yet clear who will own the deed—HPD says those details have yet to be determined. The library, one of the most-used in the system, is in dire need of repairs and upgrades. Pointing to a water-damaged drop ceiling, library manager Denita Nichols said that the building is showing signs of wear and tear, and the full renovation 16 years ago has not kept pace with changing technology or current community needs. Nichols said library, which is one of the few open seven days a week, has to accommodate quiet study spaces and more social spaces. "I would love to see a flex space with a culture center—that would really be great to me if it happened," she said. NYPL will continue to do community outreach around the project before any design decisions are made.
Mayor Bill de Blasio announced this week that Maria Torres-Springer, current head of the New York City Economic Development Corporation (NYCEDC), will replace Vicki Been as commissioner of the Department of Housing Preservation and Development (HPD). The shakeup comes on the heels of Carl Weisbrod's decision earlier this month to leave his job as chair of the City Planning Commission for the Trust for Governors Island. (Unrelated to architecture and planning, de Blasio’s commissioner of the Administration for Children’s Services, Gladys Carrión, left her post last month.) “It has been an honor and privilege to lead HPD, and to be part of the Mayor's all-star housing team. We came in with a bold agenda to change the paradigm for how we grow as a city," Been said, in a statement. "We promised to produce and preserve more affordable housing than ever achieved, to reach New Yorkers at a broad range of incomes, and to work with communities to ensure neighborhoods are diverse, inclusive, and rich in opportunity. We’ve financed 62,506 affordable residences, including the highest three years of new construction in the city's history. We've changed the way we work to ensure that we achieve more affordable housing for every public dollar spent, and that our housing reaches the New Yorkers who need it most." Been, a law professor, is headed back to New York University to teach and will return to directing the university's Furman Center for Real Estate and Urban Policy. Torres-Springer is leaving her role as president and CEO of NYCEDC. At the agency she spearheaded the nascent revamp of Spofford, a former juvenile detention facility in the Bronx, into a mixed-use development with a large affordable housing component. “Having grown up in Section 8 housing, I know first-hand that the work we do is a lifeline to hundreds of thousands of families," said Torres-Springer, in a statement. "Housing is the top expense for New Yorkers, and for far too many rising rents threaten their ability to stay in the city they love. I’ve spent my career helping people secure better jobs with better wages, and developing neighborhood projects that provide affordable homes and economic opportunity. Vicki leaves big shoes to fill, but I’m honored to have a chance to keep up the record-breaking progress she’s achieved." James Patchett, deputy mayor Alicia Glen's chief of staff, will succeed Torres-Springer at NYCEDC. Agency leaders will assume their new roles on February 6.
A new online planning platform lets residents shape a neighborhood from the comfort of their smartphones
In a creative digital shift, the City of New York has residents of one Brooklyn neighborhood tagging up a storm on a new urban planning platform designed to affect neighborhood change IRL. With the help of coUrbanize, a Boston-based city planning and community engagement startup, the New York City Department of Housing Preservation and Development (HPD) is testing its new toolkit of neighborhood planning ideas in Brownsville, Brooklyn. Building on community input gathered in The Brownsville Hundred Days to Progress Initiative and the department's guidelines for neighborhood planning, HPD is using coUrbanize's platform to aid the Brownsville Neighborhood Planning Process, a community planning initiative that seeks to increase the neighborhood's supply of affordable housing; add retail along Livonia Avenue, a main commercial artery; and enhance public safety with vacant lot revitalization, among other measures. Instead of convening residents in a church or a rec center basement, coUrbanize brings neighborhood planning meetings online, distilling the often-complex studies and terms that planners throw around with impunity (ULURP? CEQR?) into an easy-to-understand format and tag-able map that solicits residents' ideas. Founded in 2013 by graduates of MIT's School of Architecture and Planning, the site is geared towards people who want to participate in their community's planning but may not have time or schedule flexibility to attend a meeting. In Brownsville, a neighborhood where many have limited access to the internet and 37 percent of households live below the poverty line, HPD uses coUrbanize's platform to encourage residents text in feedback on areas the city has identified as sites for improvement. "We're committed to reaching voices not often heard, traditionally," said Karin Brandt, coUrbanize founder and CEO. The text messaging service also has a general line where people can voice ideas that aren't on the city's radar. In a welcome display of constructive feedback and civility—two attributes generally not reserved for online comments sections—Brownsville residents are using coUrbanize's platform to map places of interest in their neighborhood that they love, those that are just okay, and ideas for what could be better or built anew. Amid endorsements of spaces like the Osborn Street park and mural and the (Rockwell Group–designed) Imagination Playground at Betsy Head Park, many commenters called for more extracurricular activities for neighborhood youth, sit-down restaurants, and better amenities in parks. The Brownsville planning project is in the second stage of its four-stage timeline right now, with a final plan expected by February 2017. Right now, the coUrbanize toolkit is used mainly by municipalities in Massachusetts, but cities farther afield (Atlanta, San Antonio) are signing up. The City of Boston is using the platform to widen its community engagement for Imagine Boston 2030, the city's multi-pronged planning effort that comes with a stellar city nerd reading list. Larceny and deed fraud are on the rise, and those with a mind for leaving confusing trails of paperwork are profiting from illegitimate purchases of land. A classic case of this can be found on Maple Street in Prospect Lefferts Gardens, Brooklyn. https://vimeo.com/6258261 According to a report by The Nation, the area became a tranquil community space in the summer of 2013. Using a lot no bigger than one-eighth of an acre, local residents constructed vegetable patches and seating areas that successfully brought people together to make use of a shared space. The residents' retreat however, was short-lived. The owners, Joseph (Joe) and Kamran (Mike) Makhani, apparently have a history of using illegitimate signatures to gain property and have even been to prison in the past for selling homes they did not own. Their company name, H.P.D., LLC, is quite similar to the government agency, NYC Housing Preservation and Development (HPD). When questioned in the video above, Joe Makhani said, "if the client is stupid, that's not my problem." Cut to 2014 and the Makhanis show up and start destroying the lot that the residents had carefully made. Ignoring calls to stop, they only do so when the police turn up demanding a court order to prove ownership. The Makhanis promptly left after no document was produced. So what of the significance of this debacle? The sad truth is that these ordeals are cropping up more and more with cases being becoming increasingly complex with name irregularities making documented selling and purchasing of land harder to find. "No one is talking about it, but we're seeing this every day," said Sonia Alleyne told The Nation on behalf of the Department of Finance. "I don't think anyone realizes how big this story is." The ordeal features all the tell-tale signs of larceny and deed fraud. The initial purchase of land from the nephews of the deceased owners for $5,000 (an incredible and questionably low price); Social Security numbers failing to match up; spelling "mistakes" (McKany rather than Makhani); illegible notary names and the fact that the license number isn't even present; traits that, in the City of New York Sheriff Joseph Fucito's eyes, scream fraud. Anyone attempting to investigate ownership/sale history of the land, it seems, is lead down rabbit hole after rabbit hole. Sheriff Fucito stated that 15 deed-fraud arrests were made in in the last year, and that (as of August 2015) his office was on the trail of over 1,000 cases. Gardens in Bushwick and Crown Heights have likewise found themselves embroiled in similar conflicts. Fucido believes that many fraudulent cases go undetected and that the real number of cases is much higher. Why the sudden rise in deed fraud? Gentrification may be partly to blame. Brooklyn residential prices are increasing at an alarming rate, and land with debatable ownership is the perfect target for fraudsters. Experts such as Christie Peale, executive director of the Center for New York City Neighborhoods, say that paperwork is deemed legitimate all too easily. "The problem is this open process that allows people to just walk in and file false instruments," said Peale.
Affordable housing has been a critical part of New York City Mayor Bill de Blasio’s agenda since taking office, promising to create or preserve 200,000 affordable units over the next decade. At a press conference last week, the mayor announced that his administration has made headway toward achieving this ambitious goal, financing over 17,300 affordable homes in the last year (whether his predecessor, Mayor Michael Bloomberg, should have received some credit for this accomplishment has spurred debate). But even with this good news, the demand for affordable housing continues to grow. To help fix this shortage, the administration might want to take a cue from Dutch developer, Heijmans ONE, which has come up with its own win-win idea for alleviating the housing crunch in the Netherlands: putting vacant land to good use with temporary, portable housing. Heijmans ONE designed a one-bedroom prefab house that can be easily assembled in just one day. The house, which rents for 700 euros or $900, kills two birds with one stone: provides an affordable dwelling and activates empty land while construction is stalled on a project. These sleek, pentagonal-shaped homes are designed to have a small carbon footprint, using sustainable wood and solar panels. Once constructed, the house can be connected to the city’s water and sewage, but also designed to operate off the grid. New York City, with its paucity of affordable housing and glut of vacant land, could benefit from this model. Mayor de Blasio and the Department of Housing Preservation & Development have already started rolling out a plan to develop over a 1,000 city-owned properties. In the meantime, why not bring some temporary, affordable housing to sites waiting for long-term development?
Last night, AN was over at the National Museum of the American Indian in Lower Manhattan, to hear the Design Trust for Public Space announce the winners of Energetic City: Connectivity in the Public Realm—its open call for proposals to reimagine the city's public space. Out of over 90 submissions that came from individuals, city agencies, and community groups, the jury selected four winning plans that should collectively include programming in all five boroughs. In a statement, the trust said the proposals "will develop new ways of connecting diverse people, systems, and built, natural and digital environment of New York City. Each project, which will receive seed funding to begin immediately, will respond to the needs and aspirations of community users." FMCP Creative / Reconnect the Park (Queens Museum and the New York City Department of Parks & Recreation) Queens Museum and the New York City Department of Parks & Recreation will investigate new ways of connecting public parks to communities through a pilot study that will analyze Flushing Meadows Corona Park (FMCP). Envisioned as an active learning framework for park users, the project will support community participants in developing proposals to improve FMCP’s connectivity with surrounding neighborhoods, focusing on the park entrances, wayfinding system, and new uses for the World’s Fair infrastructure. Future Culture: Connecting Staten Island’s Waterfront Staten Island Arts (Staten Island Arts) Staten Island Arts seeks to establish a replicable model of inclusive development through public art to link neighborhoods, starting with Staten Island's North Shore. The project will provide planning and policy recommendations to stabilize the cultural assets of neighborhoods. Opening the Edge (Jane Greengold with the support of New York City Housing Authority) Brooklyn artist Jane Greengold aims to activate underused public spaces surrounding public housing developments with the residents. The project will develop new ideas and a prototype to transform inaccessible landscapes around NYCHA developments into lively places to gather for residents and visitors alike.
Over the weekend, New York City Mayor Bill de Blasio announced four key appointments to his housing team. The mayor selected Shola Olatoye—a former vice president at the affordable housing non-profit Enterprise Community Partners—to chair the New York City Housing Authority (NYCHA). He also announced that Cecil House will stay on as the authority’s General Manager. Vicki Been, the director of NYU’s Furman Center for Real Estate and Urban Policy, will become commissioner of the city’s Department of Housing Preservation and Development. And Gary D. Rodney, an executive at the affordable housing developer Omni New York, will run the Housing Development Corporation. “We are going to take a new approach to this crisis that holds nothing back. From doing more to protect tenants in troubled buildings, to innovating new partnerships with the private sector, to forging a new relationship with our NYCHA communities,” said de Blasio in a press release. “Every decision we make will focus on maximizing the affordability of our neighborhoods.” This team—along with newly appointed City Planning Commissioner Carl Weisbrod—will be tasked with implementing de Blasio’s aggressive affordable housing agenda. The mayor has pledged to preserve or create 200,000 affordable housing units over the next decade.
