Only the wonkiest eyes light up when resource allocation is discussed in facts and figures, so architect Quilian Riano decided to have some fun in the Sun Belt with a game that reflects on two of the region's most pressing issues. Riano, founding principal of Brooklyn-based DSGN AGNC, created SANDBOXING, a pavilion that turns land and water scarcity into a puzzle and an urgent conversation. SANDBOXING asks players to divide the finite resources of land and water between themselves equitably—or not. Participants stake out a zone in the sandbox (a stand-in for developable land) and begin expanding their territory with the help of yellow wood dividers stacked outside the pavilion. When a player's building spree brushes up against another player's domain, the two are obligated to negotiate boundaries or fight shrewdly to get more land—a mirror of the real-time development battles that shape the Sun Belt. While these negotiations are underway, a working dew-catcher canopy collects moisture from the air, converting droplets to plentiful water for sandcastles. "The spatial regeneration in the sandbox shows how you can discuss larger issues through a game," Riano said. There are no winners, he explained, only open-ended discussions on how to share a finite resource. The pavilion was installed in November and fabricated locally by Ash studios. The pavilion debuted at Jubilee Park and Community Center in Old East Dallas, a predominantly black and Latino neighborhood, to coincide with New Cities Future Ruins' (NCFR) November conference. NCFR is a four-year initiative that invites designers, artists, and others to engage with the "extreme urbanism" of the western Sun Belt. The arid region—anchored by sprawling metropolises of Phoenix, Dallas, Houston, Los Angeles, and San Diego–Tijuana—is under ecological duress as suburban-style development devours desert ecosystems unable to support a growing population. Although the conference has wrapped, Riano said the community wanted to keep the installation close by, so Ash studios has agreed host it in a lot adjacent to its office, free and open to the public.

Is the dawn of “Tactical Urbanism” upon us? This approach to reshaping urban environments, which focuses on small-scale interventions, is a rising trend in urban environments across the U.S. Now six cities have been chosen to be part of a tactical urbanism workshop series. Selected from a group of 18, Akron, OH; Austin, TX; Fayetteville, AR; Long Beach, CA; Washington, D.C.; West Palm Beach, FL were the lucky half-dozen who will be part of a series that aims to "jump-start" tactical urbanism in the areas. The program, which benefits from funding from the John S. and James L. Knight Foundation, aims to "advance street safety and placemaking projects such as pedestrian plazas, bike lanes, shared streets, and more." City authorities in the chosen cities will work alongside urban planning, design, and research firm, Street Plans Collaborative. The firm and city officials will design a workshop that encompasses tactical urbanism methodologies with a "hands-on" project that positively impacts a local street or public space. In doing so, the workshops will see the first physical application of the Tactical Urbanist’s Guide to Materials and Design, a resource produced by the collaborative that specifies materials and design principles for tactical urbanism projects. “Over the past seven years Street Plans has built a practice around implementing Tactical Urbanism projects around the globe,” said Street Plans Principal Mike Lydon, who leads the firms New York office. “Our four open-source guides and recent book, along with many other resources, provide substantial case-study level information on the topic. But, we’ve heard time and again that what is needed now is more guidance about design and materials, for both city- and citizen-led projects.” “The Tactical Urbanist’s Guide to Materials and Design will address this need by providing design and materials information for Tactical Urbanism projects of varying time scales and level of formality,” added fellow Principal Tony Garcia, who leads the Miami office. “This new resource will help bridge the gap between city- and citizen-led projects, helping a host of stakeholders widen public engagement and accelerate project delivery and evaluation.” Meanwhile, Knight Foundation director for community and national strategy Benjamin de la Peña said: “Cities can invite more of their citizens to help shape their communities. The Tactical Urbanism Workshops and the Manual will open up new channels of civic engagement.”
Axing the automobile is a popular trend in Europe of late. In 2003, London introduced the congestion charge, Helsinki wants to render cars obsolete, and last year Oslo announced plans for its city center to go car-free by 2019. The city of Lyon, meanwhile, has championed the "new mobility" as prescribed by politician Gilles Vesco, something which has seen the number of cars entering the city fall by 20 percent in the last ten years. Now Barcelona, under its new mobility plan and armed with a $11.2 million budget, is aiming to curtail car use by 21 percent within two years. The scheme seeks to turn streets into “citizen spaces” by liberating 60 percent of roads dominated by cars.
Famous for its grid system planned by Spanish civil engineer Ildefonso Cerdá in the 19th Century, the district of Eixample will be the first area subject to the new plans. Here, superilles (superblocks) will span nine actual blocks (three by three) and restrict vehicles entering unless owned by residents or businesses within. Once inside vehicles will only be allowed to travel 6mph compared to the city standard of 30mph (keeping to the apparent rule of fifths). The superilles will also incorporate changes in other aspects of traffic circulation including new road signage and bus routes. Other methods of transport are being encouraged, including public transport and cycling (186 miles of new cycle lanes are also being put down). According to Salvador Rueda, director of the city’s urban ecology agency, superilles are set to encompass between 5,000 and 6,000 residents. This is a figure which he says is “the same as many small towns. Everything we need to consider to face the challenges of this turn of a century—construction, economy, water, residues, metabolisms, social cohesion—should be captured in these superblocks.” In light of recent studies, air pollution has resulted in 3,500 premature deaths in the city's metropolitan area, a figure that equates to 0.1 percent of the population. Barcelona's council highlights traffic accidents, increasing levels of obesity, and a lack of green spaces as other factors for the plan's enactment. Just last year, there 9,095 traffic incidents which led to 27 fatalities. A reported one in five children in the city are either overweight or on the way to being so. Meanwhile, greenery in Barcelona is also hard to come by, with just 71 square feet of green space per resident. That's below the World Health Organization's recommendation of 97 square feet, London's 290 square feet, and Stockholm's staggering 942 square feet per person. “Anyone will be less than 300 meters from a bus stop at any time—and average waiting times will be of five minutes anywhere in the city [against the current average of 14],” Rueda says. The system would also be "an equitable network in which one could go from any point A to point B with just one transfer in 95% of the cases. Like in a game of Battleship”. “We want these public spaces to be areas where one can exercise all citizen rights: exchange, expression and participation, culture and knowledge, the right to leisure,” he added.
An architectural Banksy lurks behind the well-tailored facade of Marmol Radziner. While the architecture and design-build practice is best known for its modern and high-end contemporary designs—they recently received two preservation awards one from the California Preservation Design Awards for the rehab of Richard Neutra’s 1955 Kronish House and the Pioneer in Modern Restoration & New Design Award from the Palm Springs Modern Committee—the firm recently revealed that it has a radical soul. In the late 1990s the firm created a series of what we would now call tactical urbanism interventions—acts of guerrilla architecture that drew attention to issues around Los Angeles. Ron Radziner spoke earlier this fall at the AIA San Francisco's Architecture and the City Festival about the works he called Heavy Trash, thus linking the practice to previously anonymous installations. The title of the project came from the possible violation they’d be tagged with if caught: littering. As if the artifacts of their urban actions were like old furniture or construction debris left on the curb. Performed over a series of years, the interventions took different forms. A bright orange stair and viewing platform to peep over hedges and gates was spotted around town, showing up in Los Feliz, Brentwood, and Park La Brea to draw attention to fortressed spaces in the city. One of the earliest projects was a metal staircase in West Los Angeles. It provided access to a public park that had been cordoned off with a tall metal fence in order to keep out the homeless. What’s interesting about the installation is not only did it constitute a kind of protest to NIMBY attitudes in the neighborhood, but also the design reflected the material investigations going on in the office. The step detail—metal C-sections welded to a steel tube—is not so dissimilar to a staircase in a Beverly Hills residence. Asked about what could be seen as a cognitive dissidence between high-end homes and street art, Radziner bridged the gap by stressing the firm’s hands-on approach across the spectrum. “The projects came out of our ability to make things so easily,” he recalled recently. The Heavy Trash actions brought together the firm’s designers and fabricators in the workshop, who volunteered their time to produce the pieces. When it came time to install, the teams would don reflective vests and put out orange cones to make things look “official.” Perhaps the most prescient of their civic additions was a series of billboards erected in Santa Monica announcing a fictitious “Aqua Line” metro link from downtown Los Angeles to the beach. Radziner joked that the action made a difference on reality, “If you look at the Expo Line graphics, they are aqua.”
Norway currently boasts three World Rally Championship drivers (second only to France), all of considerable pedigree, yet its capital city of Oslo is planning to remove cars for good. Along with the proposal to ban cars is the plan to build 37 miles worth of bike lanes by 2019 and a new system for handicap bus services and delivery vehicles. In a bid to reduce pollution, Reuters reported, politicians in Oslo said they want to be the first European capital to implement a comprehensive permanent ban on cars. With a population just under 650,000, Oslo has around 350,000 cars with most owners living outside the center but inside the city's boundaries. Emulating Paris' one day-a-year car ban, Oslo is bucking a trend many fellow European cities are following. Currently Brussels is trialling an eight month traffic circulation program involving the pedestrianization of its boulevards meanwhile the old cities of both Split and Dubrovnik in Croatia are completely car free. Shop owners in Oslo, though, fear the plans will hurt business, though it is worthwhile noting that the city is not banning all vehicles, so delivery trucks and the like will be allowed. Lan Marie Nguyen Berg, lead negotiator for the Green Party in Oslo has said "We want to make it better for pedestrians, cyclists. It will be better for shops and everyone." The plan also outlines the need for significant investment in infrastructure, most notably in public transportation that will have to support the growing number of users. Trials will be run after authorities investigate precedents in other european cities where plans have so far been a success. Aside from a marked reduction in pollution, the change will also make the city a much more appealing place for pedestrians and cyclists, something which the authorities are not alone in trying. According to Gemini, researchers from Scandinavian group SINTEF claim that much needs to be done about Norway's noise problem which is responsible for 150 deaths a year.
Tactical Urbanism takes time: Architecture students build downtown Portland’s first parklet despite regulatory permitting hurdles
Word is out that downtown Portland, Oregon, has its first parklet. Designed by a team of Portland State University architecture students and led by assistant architecture professor B. D. Wortham-Galvin, the 41-foot-long public park covers two parking spaces and opened in June on Southwest 4th Avenue. https://youtu.be/y3s16HcyhjA Made out of juniper, reclaimed materials, and powder-coated steel, the small space provides ample seating and jaunty bent-metal tables for patrons of nearby eateries and food trucks—or any other member of the public who needs a place to sit a spell. The project is a collaboration between SoMa EcoDistrict, PSU School of Architecture, Sustainability Neighborhoods Initiative, and the Institute for Sustainable Solutions. While it is the neighborhood's first public parklet, it’s not, however, the city’s first parklet. In 2012, the Portland Bureau of Transportation, following the models of San Francisco and New York, embarked on the pilot Street Seats program that allows businesses or non-profit organizations to convert on-street parking into a public micro-park. The parklet offers important transparency into the time and labor that is required for tactical urbanism projects to go from design to permitting to realization. The PSU students began design development as part of a Fall 2013 studio, the city permitted the structure in late 2014, and the ribbon cutting was on June 1. Portland Monthly reported that the design-build project required 1,650 hours of work over the course of 18 months. The team raised more that $15,000 in crowd-funding and in-kind donations to offset the cost of construction and lost city revenue from paid parking. Covering that revenue is pivotal to the parklet’s lifespan and ultimate impact on the urban fabric. “When people ask if it is permanent, we have fundraised to build it and to pay the lost revenue for the next year,” Wortham-Galvin told the PSU Vanguard. “Whether it stays or not has nothing to do with permanence, but obviously at some point someone will have to take the initiative to keep paying the lost revenue for the city.” She told AN that the next phase of the project is just beginning: a post-occupancy study conducted by the students. They're interested in how the materials hold up and how the parklet is used during the whole day, not just the lunchtime rush. Wortham-Galvin suggested that an important metric is increased public will, or how one public amenity creates demand for more.
A new parklet has popped up in Washington D.C., and unlike the short-lived public spaces that appear in parking spaces for PARK(ing) Day, this one is sticking around until mid-October. The seasonal space, dubbed parKIT, opened on July 14 and takes over two parking spots. parKIT features yellow triangular benches and planters and was created by two designers at Gensler who won an in-house competition for the project. (The parklet sits right outside of Gensler's Washington office. Golden Triangle Business Improvement District funded the project and will be hosting small events with Gensler in the space once a week. "We are always looking for more ways for people to enjoy the outdoors in our great neighborhood," said Leona Agouridis, executive director of the BID in a statement. Leave it to a pair of Brazilian architects to use reinforced concrete to reinvent small-scale urbanism. While North American designers turn to plywood and recycled palettes to create curbside seating, architects Fernando Falcón and Rodrigo Cerviño of the São Paulo–based practice TACOA Arquitetos shopped for rebar. Entitled Jardineira, Falcón and Cerviño’s installation is a cantilevered concrete planter and bench located on the busy Insurgentes Avenue in Mexico City. The work sits outside the architecture gallery LIGA, Space for Architecture on one of the city’s major thoroughfares. Founded in 2011, the gallery focuses on primarily on Latin American practices and Jardineira is the first time that an exhibition has left the 172-square-foot venue and directly addressed the street condition. The concrete installation mimics the existing street furniture, but with one exception: it tilts, seemingly dislodging itself from the sidewalk. “I knew it would be good when they wanted to bring in a structural engineer,” said architect Wonne Ickx, co-founder of LIGA and the architecture firm Productora. An emerging firm, TACOA believes that any work of architecture should serve as a pretext for interacting directly with the city. As their installation illustrates, they do this without abandoning disciplinary rigor or a formal language. The pair ground their work in the teachings of the Paulista School, the mid-century group of Brazilian architects that included Pritzker Prize–winner Paulo Mendes da Rocha and João Batista Vilanova Artigas. Designs from both architects are included in the current MoMA exhibition Latin America in Construction: Architecture 1955–1980. While most would associate Brazilian architecture with the swoops of Oscar Niemeyer, the Paulista School embraced the grittier side of architecture with chunky, exposed concrete buildings. Similarly, Falcón and Cerviño find inspiration in the frictions and imperfections of urban life. Jardineira is on view at LIGA through August.
The John S. and James L. Knight Foundation announced Tuesday the winners of the first Knight Cities Challenge, awarding a total of $5 million to 32 projects that include “consulates” for local culture in Detroit, Philadelphia, and New Orleans, and “a social kitchen” in downtown Gary, Indiana. Jurors reviewed more than 7,000 applications from the 26 eligible communities, which are all cities where the Knight brothers owned newspapers. A quick sampling of the winners includes: a plan to increase year-round outdoor activities in St. Paul, Minnesota; new pedestrian and bicycle paths in Columbus, Georgia; pop-up storefronts in San Diego's San Pedro Square market; a vacant property turned AirBnb-style hostel to benefit the Bhutanese community of Akron, Ohio; and a "science barge" in Miami to increase climate change awareness. Groundswell: Guerilla Architecture in Response to the Great East Japan Earthquake MAK Center 835 North Kings Road West Hollywood, California Through January 4, 2015 The Great East Japan Earthquake of 2011 devastated the island nation, setting off a tsunami that destroyed over 300 miles of coastline, causing the failure of the Fukushima Daiichi Nuclear Power Plant, and leaving more than 20,000 people dead and 470,000 without homes. The severe damage from the catastrophe propelled architects to take action, swiftly and creatively, as illustrated in a new exhibit, Groundswell: Guerilla Architecture in Response to the Great East Japan Earthquake. Faced with the slow moving bureaucracy of the government response, a number of architects—including Manabu Chiba, Momoyo Kaijima and Yoshiharu Tsukamoto (of Atelier Bow-Wow), Senhiko Nakata, Osamu Tsukhashi, and Riken Yamamoto—decided to take matters into their own hands and work with local communities to rebuild, using a myriad of design solutions. Through this grassroots movement, the show explores how architects can jumpstart and participate in recovery efforts following a natural disaster.

Uneven Growth: Tactical Urbanisms for Expanding Megacities MoMA 11 West 53rd Street, New York, New York November 22–May 10, 2015 The population of the planet is growing quickly and an increasing number of people are living in urban areas. The resultant demographic changes, including an increase in urban poverty, pose challenges and opportunities for architects and planners in the decades ahead. How to address such a complex and global change is a question explored in the MoMA exhibition Uneven Growth: Tactical Urbanisms for Expanding Megacities. The exhibit displays proposals from six interdisciplinary teams of practitioners and researchers who studied how tactical urbanism can be deployed in New York, Rio de Janeiro, Mumbai, Lagos, Istanbul, and Hong Kong to create more vibrant and equitable cities. The proposals challenge current assumptions about the relationships between formal and informal, bottom-up and top-down urban development, and address potential changes in the roles architects and urban designers might assume. The emergent forms of tactical urbanism represented here are direct responses to alterations in the nature of public space, housing, mobility, spatial justice, environmental conditions, and other major issues in near-future urban contexts.
An upcoming Montreal colloquium, Unsitely: Leveraging Design to Improve Urban Construction Sites, will take on a seemingly small urban problem that, in fact, has a profound effect on the daily life of the city: the temporary barriers surrounding construction sites. The event will explore existing innovative design solutions and how these can revitalize streets, districts, or entire neighborhoods. In addition Unsitely will address whether design—graphic, architectural, interior, industrial, landscape, event-based, etc.—can be called on in early phases of planning, conception, and activation of these worksites and provide creative solutions to this major universal challenge? The event is organized by the Ville de Montreal’s Design Bureau in collaboration with the Ville-Marie borough in downtown Montreal (Québec, Canada) and the Saint-Étienne Cité du design (France). It will take place on October 8–9, 2014 in conjunction with the 27th annual Entretiens Jacques Cartier.
