Following the city council’s approval of a comprehensive, sometimes contentious East Harlem rezoning earlier this month, Mayor Bill de Blasio and Speaker Melissa Mark-Viverito announced yesterday that the city will be committing $83 million towards creating a new waterfront park in East Harlem. The seven-block-long, seven acre-park will feature new bicycle and pedestrian paths, connect the East River Esplanade from East 125th to East 132nd Street, and create an unbroken greenway from East 51st Street to East 145th Street. On top of the newly pledged $83 million in capital, the city had already promised $18 million to restore that same area and another $15 million to fix up the section of the esplanade between East 96th and East 125th Street. All of this follows an announcement by the New York City Economic Development Corporation (EDC) that the $100 million riverfront stretch between East 53rd and East 60th Streets was inching towards a construction date. The greenway, a 32-mile-long strip that runs around the edge of Manhattan, will eventually become both an unbroken loop for both bikers and pedestrians, as well as a buffer from coastal flooding. “The East River Esplanade is a major public open space asset that offers wonderful views and a chance to relax for New Yorkers up and down the east side of Manhattan,” said Speaker Melissa Mark-Viverito in a press release. “As El Barrio/East Harlem neighborhoods have witnessed, however, part of this greenway has been neglected for far too long. That’s why the Council prioritized investing in this important open space as part of the recent East Harlem Rezoning. We are proud to welcome this $101 million capital investment for the construction of a brand new waterfront promenade.” The EDC, in conjunction with the Parks Department, will also be responsible for designing and permitting the revitalized section of East Harlem Esplanade, while Starr Whitehouse Landscape Architecture is the prime consultant for this section of the greenway link. A renewed investment of capital and attention in the upper half of the East River Esplanade has been sorely needed. This year, sections of the promenade’s seawall have sloughed off into the river, shipworms continue to eat away at the wooden piles underneath, and sinkholes keep forming as a result of gaps between the underlying concrete slabs, according to the Parks Department. Construction on the new park is expected to begin in 2020, when work on the adjacent the Harlem River Drive is completed. The EDC is expecting that the work will take approximately three years, and finish in 2023. As for the section between East 96th and East 125th Street, the EDC is expected to re-survey the area in 2018 and present their recommendations afterward.

Today, Archtober went on a hard hat tour of Bronx River House designed by Kiss + Cathcart with landscape design by Starr Whitehouse Landscape Architects and Planners. Situated on the Bronx River, access to the site is currently from a service road; when the project is completed, it will open into Starlight Park on the Bronx River Greenway. Though the project has been in the works for over ten years, it is expected to officially open in January 2018, with a full program activating the site sometime after that. The Bronx River House is the result of a public-private partnership between the Bronx River Alliance and numerous government agencies, primarily the NYC Department of Parks and Recreation. Since 2001, the Bronx River Alliance has been bringing attention to the recreational possibilities of the Bronx River and working to make the Bronx River Greenway a reality through educational and recreational programs. When Bronx River House opens, it will serve as the headquarters for the offices of the Bronx River Alliance, as well as a community space for locals and park visitors. The Bronx River House is a single-story structure, approximately 7,000 square feet in area, that will contain multiple programs. Surrounding the main structure, a metal mesh screen wall will serve as a security measure and support greenery. Within the building, the Alliance will have space for around 25 desks in addition to a boathouse, which has room for 20 or more canoes. These are used for river restoration, clean-up, and recreational tours. Public spaces will include a multipurpose room and a classroom that will face onto a public plaza that directly connects to Starlight Park. Our tour was led by Gregory Kiss of Kiss + Cathcart, who highlighted the design decisions they made to integrate the building into its setting. Less visible decisions include rainwater collection through the structure’s roof and plazas, geothermal heating and cooling systems, and solar energy panels that will allow the building to run on nearly 100% solar energy on a net basis. Perhaps most exciting are the plans to integrate plants and other greenery into the design of the building. The metal screen surrounding the building will be planted with an array of vines that will provide shade in the summer and allow light through in the winter. Kiss explained that the hope is that the main building will eventually be covered in moss. Because the cultivation of moss on vertical surfaces is still experimental, they will start with a 300-square-foot area. A drip irrigation system using collected rainwater will be added to the shingles on the façade to support the moss. Kiss stated that his intention with the vines and moss is to create a forest-like micro-climate that further integrates the building into the surrounding park. The City of New York has selected AECOM to lead the design and build of coastal resiliency measures for Manhattan, formerly known as the Dryline (and before that, BIG U). The project team includes Dewberry, Bjarke Ingels Group (BIG) and ONE Architecture. BIG and ONE provided the original vision for the 10-mile-long project, and are working on the project's Lower East Side component (Phase 1). That phase, which should be complete by 2017, runs from Montgomery Street to East 23rd Street. That (fully funded) $335 million initiative incorporates parkland and recreational space into and over berms and heavy-duty flood barriers in the East River. Starr Whitehouse collaborated with the firms on the landscape design. AECOM and Dewberry New York–based firms responded to a request for proposals issued by the New York City Economic Development Corporation (NYCEDC). The duo's design will encircle the lower Manhattan waterfront for around 3.5 miles, from Montgomery Street on the Lower East Side, around the island's southern tip, to Harrison Street in Tribeca. The project is expected to cost more than $1 billion, Crain's reports. New York State Senator Chuck Schumer secured $176 million in federal funds for the project, while the City has set aside $100 million in capital funds last year, on top of an earlier $15 million contribution. There's no renderings yet available of AECOM and Dewberry's design, but AN will keep you updated as the project progresses.
The Bjarke Ingels Group's plan to wrap Lower Manhattan in a landscape berm to keep floodwaters at bay was definitely one of the most architecturally interesting proposals to come from Rebuild By Design, the Department of Housing and Urban Development’s competition to boost resiliency in a post-Sandy world. Last June, the plan—known as "The BIG U" or "The Dry Line"—also became the competitions's biggest winner. To implement BIG's ambitious vision, New York City was allocated $335 million, significantly more money than what was provided for the other five winners. Last fall, Daniel Zarrilli, the director of New York City’s Office of Recovery & Resiliency, told AN that the de Blasio administration was “absolutely committed” to realizing the plan, but that the end result wouldn't necessarily look like what we saw in the renderings. For one, the money would not be spent on the entire circuit, but rather one section of it on the Lower East Side. As the city continues taking steps toward make this plan a reality, a production company called Squint/Opera has released a pretty cool short film about BIG's grand vision. The piece is part of the firm's current exhibition HOT TO COLD at the National Building Museum in Washington, D.C. [beforeafter] [/beforeafter] The so-called "courtscraper"—a marriage of the European courtyard block and the American skyscraper—by Bjarke Ingels Group (BIG) is rapidly rising on New York City's Hudson River waterfront. Officially called West 57 and under development by the Durst Organization, the 870,000-square-foot rental tower will stand 32-stories tall on the western edge of the starchitecture-studded 57th Street. BIG recently shared this construction view showing progress as of June 9, and we overlaid a model of the finished tower over top of it to give it a little more scale. In early April, the ten finalists in the Rebuild By Design competition unveiled their proposals to protect the Tri-state region from the next Sandy. And in the near future, a jury will select a winner—or winners—to receive federal funding to pursue their plans. But before that final announcement is made, AN is taking a closer look at each of the final ten proposals. Here's BIG's "Big U" that could save Lower Manhattan from the next superstorm. Team BIG encased Lower Manhattan in the "Big U," a ring of flood protection measures and community and recreational programming. The 10-mile system is separated into compartments that provide unique storm mitigation strategies and programming for the distinct communities along Manhattan's outer edge. On the East Side, the Bridging Berm protects against future storms and provides access to riverfront parkland when the waters are calm. Underneath the FDR Expressway, BIG would install panels that are decorated by local artists and can be deployed as storm-walls when necessary. A new berm in Battery Park would protect the country's financial center and provide a new pathway through the already popular public space. And an existing Coast Guard building is replaced with a "reverse aquarium," which "enables visitors to observe tidal variations and sea level rise while providing a flood barrier." The team includes One Architecture, Starr Whitehouse, James Lima Planning + Development, Project Projects, Green Shield Ecology, AEA Consulting, Level Agency for Infrastructure, Arcadis, and the Parsons School of Constructed Environments.
In response to Hurricane Sandy, the Department of Housing and Urban Development (HUD) launched the Rebuild by Design competition to develop strategies to increase the resiliency of urban and coastal areas in the face of extreme weather events and climate change. According to HUD's website, the goal of the competition is "to promote innovation by developing regionally-scalable but locally-contextual solutions that increase resilience in the region, and to implement selected proposals with both public and private funding dedicated to this effort. The competition also represents a policy innovation by committing to set aside HUD Community Development Block Grant Disaster Recovery funding specifically to incentivize implementation of winning projects and proposals. Examples of design solutions are expected to range in scope and scale—from large-scale green infrastructure to small-scale residential resiliency retrofits."
