In a city where bicyclists may share a lane with Transportation Commissioner Gabe Klein, last year’s promise by Mayor Rahm Emanuel of 100 miles of protected bike paths was cause for celebration. Chicago's latest project, announced Sunday, will be a protected lane along Dearborn Street in the Loop that will run in both directions from Polk to Kinzie. The new route connects the near north side with the south loop and is designed to appeal to young, tech-savvy commuters who work downtown. “It will help us recruit the type of people that have been leaving for the coast,” Emanuel said. “They will now come to the city of Chicago.” The Active Transportation Alliance circulated a petition to hold the Mayor’s administration to its word. Others, like the Sun-Times’ Mark Konkol, have called protected lanes a waste of money and decried a faulty “cyclist culture” that makes streets more dangerous for pedestrians and bikers alike. Chicago will add 22 miles of protected bike lanes by the end of the year, bringing the city's total to 33 miles.

Mayor Emanuel’s proposed $2 congestion tax on downtown parking is facing stiff opposition from, you guessed it, the parking lobby. According to the Tribune, the Parking Industry Labor Management Committee is posting placards in member facilities and handing out flyers opposing the tax. The committee argues the tax will not improve traffic flow and could encourage businesses to relocate to the suburbs. Emanuel believes the tax will foster greater transit ridership and raise an estimated $28 million annually for CTA improvements. The $2 tax on parking at garages and lots in the Loop and River North will be added to the existing $3 tax that goes to the city’s general fund.

Mayor Emanuel has made transit, biking, and sustainability some of the top priorities of his young administration. The same goes for fiscal restraint and transparency (something notably lacking in the administration of his predecessor). Drawing on his experience as White House Chief of Staff, his most recent edict combines these two sets of goals. Emanuel is mandating that city employees use public transit when on the job. According to NBC Chicago, employees who use other means of transportation to conduct city business will have to justify their expenses when submitting for reimbursements. The new rules are in response to the report compiled by city comptroller Amer Ahmad. "Across the board we found inconsistency in the policies and enforcement in our departments and sister agencies,” Ahmad said. "This new policy provides the necessary structure to ensure that city travel is efficient and above all an appropriate use of city resources."

The Sun-Times broke the story that, after much deliberation, Mayor Richard M. Daley has decided not to run for reelection. Daley has been in office since 1989, so his impact has been vast, especially on the city's built environment. From planting thousands of trees and promoting green roofs and LEED construction, to building magaprojects like Millenium Park and championing development like the new Trump Tower, Daley's vision shaped the architecture and urbanism Chicago, as well as the city's identity, arguably more directly than any other mayor in the country. With less than six months before the election, those interested in replacing Daley will have to work fast. President Obama's Chief of Staff, Rahm Emanuel, generated considerable buzz earlier in the year when he said he'd like to be mayor someday. He quickly qualified that he would not challenged Daley. No word yet on his intentions following Daley's announcement. While Emanuel is known to be a strong armed character, his views on design and the built environment are unclear at the point. Whoever becomes mayor, Daley's shadow will be a long one.
Yesterday afternoon in Denver, Colorado, President Obama signed the stimulus bill into law. The process of doling out the spoils begins, as we wait, and hope, for the desired economic recovery. One piece of good news for urbanites and green transportation advocates, the bill includes $8 billion for high-speed rail, according to Politico. Additional funding is expected at $1 billion annually for the next five years, through the normal budgetary stream. This represents a major increase in high speed rail funding. Last year, President Bush authorized $1.5 billion in high speed rail funding through 2013. Reportedly, Transportation Secretary Lahood has 60 days to plan how and where the funds will be spent. The rail funding is a special priority for President Obama, according to Chief of Staff Rahm Emanuel. “I put it in there for the president,” Emanuel told Politico. “The president wanted to have a signature issue in the bill, his commitment for the future.” The rail-heavy Northeast and the planned California high-speed corridor seem like obvious recipients. Doubtless some in Chicago, and the down state Illinois district Lahood previously represented, will push for a Midwest hub and spoke-shaped system centered in Chicago. While architects do not typically design rail corridors, they do design stations, like this Calatrava-designed TGV station in Lyon, and transit oriented developments.
