A team of mayors and nonprofit foundations said Wednesday that they’ll spend enough retrofitting major U.S. cities to save more than $1 billion per year in energy costs. Former New York Mayor Michael Bloomberg’s philanthropy, the Doris Duke Charitable Foundation, and the Kresge Foundation pledged $3 million each year for three years to provide technical advisers for 10 cities across the country: Atlanta, Boston, Chicago, Denver, Houston, Kansas City, Los Angeles, Orlando, Philadelphia and Salt Lake City. The City Energy Project, as it’s called, is intended to cut 5 to 7 million tons of carbon emissions annually, or roughly the amount of electricity used by 700,000 to 1 million U.S. homes each year. The Natural Resources Defense Council and the Institute for Market Transformation will help the cities draft plans to reduce waste and improve energy efficiency—a process the group said should not take more than one year. Chicago’s participation could lower energy bills by as much as $134 million annually and could cut about 1.3 million tons of greenhouse gas emissions annually, according to the mayor’s office. In a prepared statement, Mayor Rahm Emanuel said the investment would create jobs: “More energy efficiency means new jobs and continued economic growth, and a more sustainable City,” Emanuel said, “which will lead to a further increase in the quality of life for the people of Chicago.” Last year Illinois tightened its building code and Chicago ordered large buildings to disclose their energy use. In Chicago, like many of the nation’s older cities, large buildings eat up much of the city’s energy—together the buildings sector accounts for 40 percent of primary energy consumption in the U.S. While energy efficiency has long been recognized for its financial opportunity, major banks have only recently begun to invest. Los Angeles Mayor Eric Garcetti said he hopes City Energy Project will connect building owners and private financiers, bringing more money to large-scale efficiency initiatives.

Chicago on Friday released a progress report on its Sustainable Chicago 2015 Action Agenda. So one year after the city set 24 goals for itself, how are we doing? Few goals are complete, but according to the city we've made some progress on all of them. Energy efficiency is one standout. Illinois recently placed in the American Council for an energy Efficient Economy's top 10 most energy-efficient states. Earlier this year the city passed an ordinance requiring large buildings to report their energy usage, focusing on the 1 percent of buildings that make up roughly 20 percent of the city’s energy use by buildings. (In 2011, AN looked at some of the ways Chicago architects and planners hoped to make their city a hub for smart-grid technology and clean energy.) Transportation was another standout, led by two key projects: Divvy bikesharing and the rails-to-trails project formerly known as the Bloomingdale Trail (The 606). But the city also touted progress on its goal to green Chicago’s airports, citing the launch of a consolidated rental car facility at Midway. A car rental facility, though a logistical boon cutting vehicle emissions from shuttle buses, might not seem the best icon of green transportation. But Chicago-based United Airlines made a big push this year to investigate biofuels suitable for its planes—a move that could bode well for an industry typically called out for high carbon pollution. In the first-ever design/build process for a Chicago neighborhood library branch, Skidmore, Owings and Merrill joins Wight & Company construction to replace Chinatown’s aging and heavily trafficked library at 2100 South Wentworth Avenue. It’s part of a $66 million “investment to build expand and modernize our library system,” Mayor Rahm Emanuel said in a statement. The new facility replaces the existing branch located in a leased building at 2353 S. Wentworth Ave. That branch is one of the busiest in the city, averaging about 21,000 visitors per month in 2012. SOM’s design appears to be a two-story oval, shaded from all but head-on angles by wood fins perpendicular to its glass façade. Slated to open in 2015, the new library branch is a long time coming. TIF funds will finance some of the development, which is currently in the land acquisition phase.
The City of Chicago broke ground Tuesday on the Bloomingdale Trail, or the 606 to use the combined name for the elevated trail and its five access parks, fulfilling a promise and long-term planning process that dates back years. Walsh Construction Company won the $53.7 million contract, which city officials told the Sun-Times was $5.2 million lower than the closest competition. The city plans to use $50 million in federal money to pay for construction. Mayor Rahm Emanuel’s office said the trail is being built in phases, and “will be open end-to-end in Fall 2014, with additional construction phases continuing to embellish landscaping and other amenities.” The 2.7-mile abandoned freight rail viaduct runs through several West Side neighborhoods, many of which have brought together community groups to help plan for the project. Meanwhile Chicago Magazine’s Dennis Rodkin answers a question in his column about investing in real estate along The 606. The neighborhoods—Noble Square, Bucktown, Humboldt Park, Wicker Park, and Logan Square—have always been good places to invest, and the 606’s route is “icing on the cake,” he says. “Also, you may be coming at this late. Real estate developers have had their eye on the potential of the Bloomingdale Trail for several years.”
Get on your bikes and ride — Chicago’s long-delayed Divvy bike share program launched Friday, kicking on 65 solar-powered docking stations and unleashing 700 “Chicago” (read: powder) blue bikes. But some West and South Side residents may have to wait for the program's full benefits, if they get them at all. Optimized for short trips in high-density areas, the Divvy system requires a credit or debit card and few of the initial stations serve the far West and South sides. The Department of Transportation plans to rollout a total of 400 stations and about 4,000 three-speed bicycles in all. Chicago’s Department of Transportation unveiled its bike share plans in April, tapping Portland, OR–based Alta Bicycle Share, which also runs DC’s bike-share program. The rollout follows a similar program, Citibike, which launched in New York in late May. If you’re riding Divvy today, watch out for stragglers from the Blackhawks Stanley Cup parade.

(Courtesy Navy Pier) Mayor Rahm Emanuel’s administration Wednesday revealed details about two initiatives they said would amount to $1.1 billion in investment: a new 10,000-seat arena for DePaul University located across the street from McCormick Place, and an overhaul to Navy Pier — the city’s largest tourist attraction. Navy Pier’s remodeling, which includes a new water feature and an expansion of the Children’s Museum, will total $278 million. Future phases of the project will involve redesigned public and commercial spaces along the pier, additional dining space, and a new park featuring a bicycle flyover on the pier’s west end. Marilynn Gardner, president of Navy Pier, told Crain’s Chicago Business’ Gren Hinz that the pier “was becoming too carnival-like,” as proposals for the aging tourist mainstay picked up momentum. Last year High Line designer James Corner was chosen to head the renewal. “We're creating a more authentic experience,” she said, “celebrating the fact that it's a pier.” Gensler's Elva Rubio wondered aloud in a blog post, "What Will it Take to Make Navy Pier a Real Place?" The $140 million DePaul basketball arena plan calls for an additional $33 million in public TIF funding for land acquisition and streetscaping. A sky bridge would connect McCormick Place West to the arena, which would double as an event center for shows smaller than McCormick Place is accustomed to. It would be between Cermak, Prairie, 21st and Indiana streets. Two hotels — one 500-room boutique hotel and a 1,200 “headquarters hotel” announced last year — would round out the area’s new development. Also previously announced, Ross Barney Architects will design a new CTA Green Line station for McCormick Place, on the south side of Cermark and 23rd Street. New renderings reveal a bit more about the project, expected sometime in 2014. Emanuel’s team made the announcements on the first day of the Mayor’s third year in office, and the initiatives reflect his oft-repeated promotion of tourism and trade shows in the city. McCormick Place is the largest convention center in North America.
Chicago’s bike share program will kick off in June when the city debuts hundreds of light blue, three-speed bicycles that can be rented for an hourly fee or with a yearly $75 membership. Managed by Portland, OR–based Alta Bicycle Share, which also runs New York and DC’s bike share, Chicago’s program goes by the name “Divvy.” Alta was supposed to launch the $22 million program last summer, and has since become the subject of controversy. Chicago Transportation Commissioner Gabe Klein was formerly a consultant for the company, and competitors have alleged foul play, which Alta and the city have flatly denied. The first of Divvy’s 75 solar-powered docking stations will be downtown and in River North. Within a year the city’s plan is to roll out 400 stations and about 4,000 bicycles across the city.
The top brass in the field of design have long supported preserving Chicago’s Old Prentice Women's Hospital. Now proposals to save the embattled Bertrand Goldberg building may have economics on their side, too, according to a new report commissioned by advocates who hope to convince owner Northwestern University not to demolish the four-pronged curvilinear tower. Jim Peters, former Deputy Commissioner of the Chicago Department of Planning and Development, led the Save Prentice coalition Thursday. Placing the building in the context of architectural landmarks as catalysts for economic development, the group revealed several “counter-proposals” for reuse and an economic impact study that found reusing Prentice and building elsewhere onsite or nearby would generate "significant upfront and ongoing economic benefits." They accepted the University’s economic stipulations as a baseline; Northwestern has stated its proposal to demolish Old Prentice Women’s Hospital and rebuild onsite would create 2,500 temporary construction jobs, 2,000 permanent jobs, and $390 million annually in net economic impact for the city. Those benchmarks were cited by the landmarks commission and community groups urging demolition. The proposals presented Thursday by Save Prentice promised to deliver those same economic benefits from new buildings constructed onsite and across the street on another vacant property owned by Northwestern. They also claimed rehabilitation of the Goldberg structure would generate an additional $103 million in one-time expenditures, $155 million annually in operating costs, $1.1 million in yearly tax revenue, and create 980 new jobs. “Prentice is an additive element,” said Christina Morris of the National Trust for Historic Preservation. “You only get more by including it.” The four proposals include a master-planning approach for Prentice and the surrounding area, a 36-story tower cantilevered partway over Superior Street to the North (which would require air rights from the city), and a curved tower that frames Prentice from the northwest corner of the site. Kujawa Architecture’s proposal provides “a distinct visual marker of the biomedical research corridor,” according to principal Casimir Kujawa. After a procedurally questionable snub from the Commission on Chicago Landmarks in November, preservationists sued to obtain temporary landmark status for Prentice. Their victory surprised some observers, many of whom had written off preservationists’ chances when Mayor Rahm Emanuel said he supported Northwestern’s demolition plans. On the heels of the court’s decision, which called for more time for public consideration of preservation and reuse options, the Chicago Architectural Club, CAF, and AIA Chicago unveiled the winners of their competition imagining alternate uses for the mostly vacant building. The winning entry by Cyril Marsollier and Wallo Villacorta was included in the counter-proposals released Thursday. “It’s not too late,” Peters said. “The building still exists.”
Midwest train travelers will enjoy a quicker passage, as Amtrak approves a new top speed of 110 mph for a section of its Chicago-St. Louis route. Though trains will only accelerate to the new top speed over a 15-mile segment, officials said another $1.5 billion investment over three years of upgrades will bring the rest of the track up to speed. The current top speed is 79 mph over most of the route. Instead of 5 and a half hours, future trips could be under 4 hours. Union Pacific Railroad and Amtrak tested a new system of triggers for highway crossing gates earlier this year. Amtrak's Midwest presence has seen a significant ridership boost, following trends around the country. Transit in general may be enjoying a small renaissance, with the CTA counting 16 months of rail and bus line increases. Despite setting ridership records, Amtrak is losing money and faces an uncertain future.
New York Times architecture critic Michael Kimmelman waded into the controversy embroiling Chicago’s old Prentice Women’s Hospital Wednesday and wound up soliciting a unique solution from Jeanne Gang that has already garnered praise from the coalition of preservationists fighting to save the building from demolition. Noting the “familiar” tone of the dispute between landowner Northwestern University, who wants to demolish Prentice to make way for up to 500,000 square feet of medical research facilities, and preservationists seeking landmark status for the distinctive 1970s Bertrand Goldberg structure, Kimmelman called for a third approach: incorporate old Prentice into a new design on the site. As the pendulum begins to lean towards demolition, with 42nd ward Alderman Brendan Reilly saying he supports Northwestern’s decision, the critic asked Gang what she thought. Gang, who previously signed a letter of support for the movement to save Prentice, whipped up some concept drawings for a curved 31-story skyscraper that would sit atop Goldberg’s iconic quatrefoil. The architect said her design was meant to “[open] up a dialogue,” not serve as an actual proposal from her studio. In delivering on Northwestern’s specs for a new building while elegantly playing off Prentice’s structural strengths, however, she has reinvigorated the preservationists’ call for alternatives to erasing Prentice outright. Kimmelman’s comments and Gang’s concept come the same day Mayor Rahm Emanuel, whose power to appoint members of the commission on Chicago landmarks gives him a great deal of say in such matters, is quoted in the Sun-Times wistfully conceding, “There may not be a common ground or a third way.” If he is indeed committed to compromise, the mayor now has a middle ground to consider.
It’s been (another) terrible year for Jeanne Gang! From being awarded the MacArthur Genius Grant to starring in the just opened solo exhibition, Building: Inside Studio Gang Architects, at the Art Institute, there appears to be no slowdown in Studio Gang momentum. Of course, Eavesdrop stopped by the opening and we have a few things to say. The first has little to do with Jeanne and more with the Art Institute. Their openings are always so snoozy! Get more of the students and younger folks in there, in addition to your stodgy museum patrons! We probably wouldn’t have stuck around long, accept a little bird told us that Mayor Rahm Emanuel would be making an appearance and we wanted to see how short he is in real life. Zoë Ryan, the museum’s chair of the department of architecture and design, looked nervous awaiting Rahm’s arrival, while Jeanne looked quite at ease, milling about in a really cute dress. One of the hottest architects in the world is certainly in the same power echelon as the mayor of the Second City.
In a city where bicyclists may share a lane with Transportation Commissioner Gabe Klein, last year’s promise by Mayor Rahm Emanuel of 100 miles of protected bike paths was cause for celebration. Chicago's latest project, announced Sunday, will be a protected lane along Dearborn Street in the Loop that will run in both directions from Polk to Kinzie. The new route connects the near north side with the south loop and is designed to appeal to young, tech-savvy commuters who work downtown. “It will help us recruit the type of people that have been leaving for the coast,” Emanuel said. “They will now come to the city of Chicago.” The Active Transportation Alliance circulated a petition to hold the Mayor’s administration to its word. Others, like the Sun-Times’ Mark Konkol, have called protected lanes a waste of money and decried a faulty “cyclist culture” that makes streets more dangerous for pedestrians and bikers alike. Chicago will add 22 miles of protected bike lanes by the end of the year, bringing the city's total to 33 miles.
