In early April, the ten finalists in the Rebuild By Design competition unveiled their proposals to protect the Tri-state region from the next Sandy. And in the near future, a jury will select a winner—or winners—to receive federal funding to pursue their plans. But before that final announcement is made, AN is taking a closer look at each of the final ten proposals. Here's the plan proposed by Interboro Partners' team. The Interboro team's Living With the Bay proposal is comprised of distinct strategies to protect Long Island from future storms while increasing ecological diversity and boosting economic development. Their plan proposes mitigating storm surges and flooding with "constructed marshes, dikes, and cross-structures along the urbanized edge." Creating new marsh islands would create ecological habitats and could slow waves during storms. And Interboro also plans to transform rivers into green-blue corridors as a way to store water, provide new public space and incentivize development. A year ago, Hurricane Sandy swept through the East coast—destroying thousands of homes, shutting down infrastructure, and knocking out substations—which resulted in $68 billion in damage. Yesterday, a day before the anniversary of the super storm, ten finalists in the Rebuild by Design competition unveiled their proposals to remake a more resilient coastline. The competition—launched by Hurricane Sandy Rebuilding Task Force and U.S. Department of Housing and Urban Development (HUD), among other participating organizations—called on the final teams to provide ideas for making the affected coastal areas more resilient to withstand future storms and climate change. After spending three months investigating and identifying the region's challenges, the teams have have honed in on specific areas—from Red Hook and Newtown Creek to Hoboken and the Rockaways—and come up with a number of strategies to protect coastal communities, including improving communication channels, mapping out new community micro-grids, reconfiguring vulnerable neighborhoods, and implementing hard and soft ecological infrastructure. In the next stage of the process, the finalists will be granted $100,000 to collaborate with communities and government entities to further develop site-specific strategies. In March, design solutions from a winning design team (or teams) will be selected, and then later implemented. In response to Hurricane Sandy, the Department of Housing and Urban Development (HUD) launched the Rebuild by Design competition to develop strategies to increase the resiliency of urban and coastal areas in the face of extreme weather events and climate change. According to HUD's website, the goal of the competition is "to promote innovation by developing regionally-scalable but locally-contextual solutions that increase resilience in the region, and to implement selected proposals with both public and private funding dedicated to this effort. The competition also represents a policy innovation by committing to set aside HUD Community Development Block Grant Disaster Recovery funding specifically to incentivize implementation of winning projects and proposals. Examples of design solutions are expected to range in scope and scale—from large-scale green infrastructure to small-scale residential resiliency retrofits." Glimpses of New York and Amsterdam in 2040 at the Center for Architecture (through September 10) is a clarion call for designers to redefine sustainability in architecture. Though it didn’t start with this intention, the visions of 10 young architecture firms imagining future landscapes of New York and Amsterdam raise questions about what changes are imminent for urban development and what part architects can play. The projects suggest both practical and fantastical interventions to improve the prospect of urban growth in the face of ecological, geographic, and demographic shifts. The program comes hot on the heels of the announcements of Vision 2020: New York City Comprehensive Waterfront Plan and the similar strategy-based Structural Vision: Amsterdam 2040. Curators Luc Vrolijks, Rosamond Fletcher, and Marlies Buurman’s collective ambition has been to use design and debate to link the two cities in the context of these new directives. This month, the Center for Architecture hosted a series of talks and presentations of the work by the architects and the exhibit is also at the ARCAM site in Amsterdam until August 13, which will raise new questions about potential futures. The projects responded to one of five headings: Breathing, Eating, Making, Moving, Dwelling. Breathing: Both Delva with Dingeman Deijs and W Architecture and Landscape Architecture take water as their starting point. While Delva takes the IJ estuary as a generator for energy, W Architecture’s Hudson archepelagos, made using dredge from the port, provide habitats as well as landing banks. Eating: Here, WORKac focuses on the ‘food desert’ in the Bed-Stuy and Bushwick neighborhoods of Brooklyn and maps the potentially resourceful ways of re-appropriating the streets to harvest food, from future transportation (gondola-type links) to a hybrid fish farm and greenhouse-grown plants (Aquaponics). Van Bergen Kolpa Architects imagines a Landscape Supermarket, where varieties of food can be grown and sourced in park-like environments run by city dwellers. Making: In The Refinery, Solid Objectives-Idenburg Liu (SO-IL) imagined a floating market place where robotic arms compartmentalise waste materials to mend a broken landscape. Barcode Architects on the other hand has developed a contained mega science park from which to export knowledge - “the most valuable commodity of The Netherlands in 2040” said Caro van der Venne of Barcode. Moving: Dlandstudio responds to the future need for water transportation and how this can be an opportunity to also positively affect public wellbeing as well as environmental health. Fabric’s interpretation considers a new urban fabric based on mixing uses to produce “a more complete urban program, so that our daily needs are always near.” Dwelling: The Newark Visionary Museum by Interboro Partners and Space & Matter’s We is the New I both approached the idea of sustainability as social concerns. Interboro’s projection showed a colourful scene of failed plans and possible future solutions to Broad Street’s transportation, entertainment, sports and communication demands. Similarly practical was Space & Matter’s solution to increasing diversity and social cohesion by harnessing and building around common interests.
P.S. 1 and the Museum of Modern Art have just announced that Brooklyn-based urban design and planning firm Interboro Partners are the winners of the 2011 Young Architects Program. Now celebrating its 12th year, the honor means designing what by now is widely recognized as the liveliest party space of the summer, the outdoor plaza of P.S. 1 in Queens. “Simple materials that transform a space to create a kind of public living room and rec room are trademarks of this young Brooklyn firm,” said Barry Bergdoll, MoMa’s Philip Johnson chief curator. “Interboro is interested in creating elegant and unpretentious spaces with common materials. Their work has both a modesty and a commitment quite at odds with the luxury and complex computer-generated form that has prevailed in the city in recent years.” The firm has also been selected this year as one of the eight firms participating in the Emerging Voices series at the Architectural League. Much of their work focuses on urban challenges, from completing a neighborhood development plan for Newark, the first in decades, to a temporary park at Canal and Varick streets, Lent Space, with mobile trees, seating and walls. Meanwhile, in Rome, a companion program called YAP_MAXXI in an outdoor space at the entrance of the new Zaha Hadid-designed museum, was also launched. Roman architects, stARTT, have been selected as the first-up in a partnership between MoMA P.S. 1 and the overseas institution, a model of a collaboration that could easily expand to other countries in no time. StARTT’s entry “Whatami” appears to be a series of discrete and turf-covered hillocks with Hadid-like curves constructed of various recyclable materials including straw, geo-textiles, and plastic. Recycling, in fact, was a key theme this year as Interboro also canvassed local libraries, greenmarkets, senior and daycare centers to see who might be able to use the rope and other materials when summer is over.
The Architectural League of New York's Emerging Voices program is one of the country's most prestigious venues for showcasing significant design talent. This years list is no exception, with a mix of young and more established firms, working in a variety of scales and formal and social approaches. The lecture series will begin on Wednesday, March 9 with Brooklyn's Interboro Partners and Lateral Office of Toronto. Wednesday, March 16: de leon + primmer architecture workshop of Louisville, Kentucky and WXY architecture + urban design of New York. Wednesday, March 23: Ruy Klein of New York and Taylor and Miller Architecture and Design of Great Barrington, MA. The Design Trust for Public Space, in partnership with the Council of Fashion Designers of America (CFDA), has announced four fellows for Made in Midtown, a land use and zoning study of Manhattan’s Garment District. Filmmaker Jordan Alport, urban design group Interboro, writer Tom Vanderbilt, and urban planner Sarah Williams will work together to illustrate the connections between fashion industry businesses and the spaces they occupy. “New York is known as the fashion capital of the world in a very specific way,” said Deborah Marton, the Design Trust’s executive director. “The network of things that allows people to be innovative isn’t very evident, though.” To help highlight that network, the four fellows will film interviews with a variety of neighborhood stakeholders, including designers, garment workers, landlords, and suppliers. Their stories will be combined with research that shows how fashion industry businesses are tied to one another and to the district itself. Each fellow brings a different perspective to the project. Alport comes with experience producing story-based visual media with his firm alport.tv. Interboro, founded in 2002 by graduates of the Harvard Graduate School of Design—Daniel D’Oca, Georgeen Theodore, and Tobias Armborst—engage the complexity of the city through writing, teaching, and professional practice. Architecture and design writer Vanderbilt is well-known for his most recent book, Traffic: Why We Drive the Way We Do (And What It Says About Us). And Sarah Williams teaches at Columbia University’s GSAPP, co-directing the university’s Spatial Information Design Lab. Currently, the city is considering zoning changes for the area, something that the collaborators will keep in mind during their study. By shrinking the Special Garment District Center, garment manufacturers would have the opportunity to consolidate into one building. That plan is seen as a boon for efficiency, but raises concerns about ghettoizing those same employees and stifling creativity. Meanwhile, in an attempt to slow the dwindling of the fashion industry and encourage entrepreneurs to relocate to New York, the New York City Economic Development Corporation is already funding the creation of an incubator for young fashion designers in the district. There is little sense, however, of a cohesive plan. “The city has various ideas for the area, but nothing that presents a clear picture of exactly what’s here now,” said Marton. The Design Trust team is pursuing an aggressive timeline, aiming to publish their findings on an interactive website as early as the end of March. The website, along with an accompanying publication, will guide policies for light manufacturing industries not only in the Garment District but citywide.
