Penn Design and OLIN propose the "Hunts Point Lifelines" plan to increase resiliency and boost economic activity in the country's poorest congressional district. Their plan focuses on the South Bronx's Hunts Point, a regional hub for food distribution critical to keeping New York City running. The plan includes four key strategies: flood protection, job training and opportunities, cleanways, and planning to maintain food supply chains during emergencies. New infrastructure projects are designed to provide new jobs while greenways, piers, and landscaping would improve access to the water. "Despite severe environmental and economic hardship, Hunts Point also has significant capacity for demonstrating local, community-driven resilience building," explained the team. "An investment in resilience at Hunts Point will be felt throughout the region, providing food security during crisis and serving as a model for working waterfronts located in floodplains everywhere." Team WXY and West 8 proposed a regional plan to protect the East Coast with a chain of "blue dunes," or coastal barriers, that stretch from Cape May, New Jersey to Cape Cod, Massachusetts. They are called "blue dunes" for their "position in the open ocean,"and the "natural landforms they mimic." These offshore dunes are essentially a way to avoid lining the Eastern Seaboard with 1700-miles of seawalls, which would disconnect coastal communities from the water. The dunes would mitigate against storm-surge and create new habitats miles from shore. "The big question moving forward is how we align our industrial sector to take on these types of interventions regardless of scale," says Jesse Keenan, the research director at the Center for Urban Real Estate. "That is a huge, industrial mission that's on par with the space program." Team SCAPE proposes a series of living breakwaters to protect Staten Island's South Shore, which was absolutely pummeled during Hurricane Sandy. The breakwaters—made partially from oysters—can clean water, reduce storm-surge, provide new habitats, and protect against coastal erosion. The use of oysters would not only protect the South Shore, it would pay homage to the region's history. As Kate Orff of SCAPE noted, the town of Tottenville, which is located in Phase One of her team's project, was once known as "the town the oyster built." This plan would also create a "learning hub" in Tottenville to teach local communities about the benefits of oysters. "This new, layered infrastructure will clean and slow the water, catalyze the regrowth of protected ecosystems, and create an amazing textured environment for marine life, as well as shore-based communities to thrive in," said Orff. The Interboro team's Living With the Bay proposal is comprised of distinct strategies to protect Long Island from future storms while increasing ecological diversity and boosting economic development. Their plan proposes mitigating storm surges and flooding with "constructed marshes, dikes, and cross-structures along the urbanized edge." Creating new marsh islands would create ecological habitats and could slow waves during storms. And Interboro also plans to transform rivers into green-blue corridors as a way to store water, provide new public space and incentivize development. And in the near future, a jury will select a winner—or winners—to receive federal funding to pursue their plans. But before that final announcement is made, here is a closer look at each of the final ten proposals, beginning with the team led by MIT. The New Meadowlands plan—by MIT, ZUS, and Urbanisten—aims to protect New Jersey and Metropolitan New York from future storms, and increase development at the same time. Using existing marshlands, the team proposes Meadowpark—a new public space that can provide a natural barrier against rising sea levels and storms. This park, and specifically its berms, will mitigate storm surge and reduce flooding. Surrounding Meadowpark is Meadowband, a ring of public space and bus-rapid transit routes that separates the marshland from proposed development. "The park and the band protect existing development areas," explained the team. "In order to be worthy of federal investment, it is imperative to use land more intensively. We propose shifting land-use zoning from suburban (single story, freestanding, open-space parking around structure) to more urban."
As glass towers continue to fill-in New York City’s skyline, it’s easy to be jealous of the wealthy elites and their glossy homes in the clouds. While those floor-to-ceiling windows offer some killer views, they may also pose serious health threats to those inside the glass curtains. According to a new report by the Urban Green Council, people living in all-glass apartments could experience dangerously high temperatures during a summer blackout—similar to the one experienced after Hurricane Sandy. On the first day of a potential power outage, temperatures inside one of these sky-high fishbowls could rise to nearly 90 degrees Fahrenheit. By the seventh day, they could reach triple digits (see chart below). There's more bad news—these buildings don’t fare much better in the winter. The study finds that “between two buildings that are otherwise equivalent, the one with more window area will be colder during a winter blackout.” That Slanket isn't looking so funny right about now. And for all the money tenants are paying for those floor-to-ceiling windows, it seems that they’re kind of over the views. An earlier report by the Urban Green Council found that 59 percent of window area in all-glass apartments is covered. Inside these glass houses—curtains drawn—most residents are just watching Netflix like the rest of us. But to be fair, considering all the new glass construction in New York, their view probably isn’t so much a soaring skyline, but an intimate look into their neighbor's living room across the street. Turns out it's not so lonely at the top after all.
A year ago, Hurricane Sandy swept through the East coast—destroying thousands of homes, shutting down infrastructure, and knocking out substations—which resulted in $68 billion in damage. Yesterday, a day before the anniversary of the super storm, ten finalists in the Rebuild by Design competition unveiled their proposals to remake a more resilient coastline. The competition—launched by Hurricane Sandy Rebuilding Task Force and U.S. Department of Housing and Urban Development (HUD), among other participating organizations—called on the final teams to provide ideas for making the affected coastal areas more resilient to withstand future storms and climate change. After spending three months investigating and identifying the region's challenges, the teams have have honed in on specific areas—from Red Hook and Newtown Creek to Hoboken and the Rockaways—and come up with a number of strategies to protect coastal communities, including improving communication channels, mapping out new community micro-grids, reconfiguring vulnerable neighborhoods, and implementing hard and soft ecological infrastructure. In the next stage of the process, the finalists will be granted $100,000 to collaborate with communities and government entities to further develop site-specific strategies. In March, design solutions from a winning design team (or teams) will be selected, and then later implemented. Designed to survive the force of a hurricane, the new prefab bathrooms by Garrison Architects have apparently not been weathering this mild summer very well. DNAinfo reported that the stations are leaking and many surfaces are rusting in the salty air. "I look at it now and I say, 'Is this going to last the winter?'" one anonymous lifeguard assigned to one of the comfort stations told DNAinfo. "There's leaks right next to the equipment closet. They left it half-done and now there's problems. The job was done like people didn't care. It's a monstrosity. It's a debacle." Parks hopes to treat the rust and leaks after the beach season ends. Until then, relieve yourself with caution.
On the roof of a construction site in Greenpoint, Brooklyn Monday, U.S. Department of Housing & Urban Development (HUD) Secretary Shaun Donovan announced the release of a new report outlining 69 rebuilding strategies designed to both help Hurricane Sandy–ravaged communities and to serve as a model for coastal regions across the country that are vulnerable to storm surges and rising sea levels. Close to the waterfront, the site overlooked the Newtown Creek Wastewater Treatment Plant—one of the few sewage treatment facilities to survive Sandy intact. It was a fitting place for Secretary Donovan, who also serves as chair of the Hurricane Sandy Rebuilding Task Force, to introduce this bundle of new recommendations that address both immediate and long-term needs of coastal communities, including resilient and region-wide approaches to rebuilding and infrastructure investment. A number of the initiatives in the report, such as HUD's "Rebuild by Design" competition, are already underway. "And today, less than a year after the storm, we've already provided help to over 250,000 families, and thousands and thousands of businesses across the region," Secretary Donovan said at the announcement. "FEMA alone has provided more than $12 billion of help. But we are not just focused on speeding relief to families and communities, we're also focused on protecting communities from the risks of a changing climate." While the task force has mapped out a range of far-reaching initiatives, it will refrain from dictating how local communities should use those resources. Secretary Donovan recalled that President Barack Obama told him, "No big foot," in one of their first post-Sandy meetings. "And what he meant by that, this is not about the federal government coming in and telling communities what they should build or how they should build. It is about us supporting local visions," Secretary Donovan continued. The funding, which is tied to different recommendations in the report, will come from the Disaster Relief Appropriations Act (Sandy Supplemental) and will be allocated and managed by various agencies and federal departments. Secretary Donovan said that the next "tranche" will focus primarily on infrastructure and is to be used at the city's discretion. A buyout program will be available to residents who live in coastal areas that are at particularly high risk, but the secretary said that this group makes up a small minority and most waterfront communities will be able to safely rebuild.
In response to Hurricane Sandy, the Department of Housing and Urban Development (HUD) launched the Rebuild by Design competition to develop strategies to increase the resiliency of urban and coastal areas in the face of extreme weather events and climate change. According to HUD's website, the goal of the competition is "to promote innovation by developing regionally-scalable but locally-contextual solutions that increase resilience in the region, and to implement selected proposals with both public and private funding dedicated to this effort. The competition also represents a policy innovation by committing to set aside HUD Community Development Block Grant Disaster Recovery funding specifically to incentivize implementation of winning projects and proposals. Examples of design solutions are expected to range in scope and scale—from large-scale green infrastructure to small-scale residential resiliency retrofits." Even as New Yorkers throng to the beaches in the Rockaways, the remnants from Hurricane Sandy still linger. One such vestige is the damaged boardwalk that once stretched from Far Rockaway to Rockaway Park in Queens. The New York City Department of Parks and Recreation with the help of the New York City Economic Development Corporation (NYCEDC) issued a Request for Proposals (RFP) in July seeking designs for the 4.7-mile boardwalk, and now the August 14th deadline is nearing. The RFP calls for a multifaceted approach that incorporates a range of flood protection measures such as seawalls and dunes: "The design shall provide for protective structures that are more resilient and able to withstand storm and tidal forces that may impact the coastline in future years." The proposals will focus on the coastal area from roughly Beach 20th to Beach 126th. The Parks Department anticipates that they will select a group of finalists within the next several weeks, and present the designs to the public and Community Board 14 sometime in September.
After a decade-long wait, construction commenced in late July on a pair of conjoined rental towers designed by SHoP Architects on an empty parcel on First Avenue between 35th and 36th Streets. The New York Times reported that the two copper buildings, consisting of 800 units and reaching up to 49 and 40 stories, will be connected by a sky bridge. The luxury development will boast high-end amenities and facilities such as indoor lap pool, rooftop deck with infinity pool, fitness center, squash court, and film screening room. These dancing towers will be a visual departure for this area around Turtle Bay, which is home to a cluster of hospitals and medical centers and bereft of much new contemporary architecture. Vishaan Chakrabarti, a partner at SHoP Architects, told the Times that the copper veiled facades were inspired from Richard Serra's twisted sheet metal sculptures. Also in the works is a privately-operated park and an elementary school if City Planning gives the developer JDS Development the green light. The construction site flooded during Hurricane Sandy, so now the two buildings are being prepped for future storms. JDS Development said they are planning on placing mechanicals above grade, and considering floodgates and backup generators.
JDS Development purchased the roughly one-acre parcel from developer Sheldon H. Solow who had originally tapped Richard Meier and Skidmore Owings & Merrill to design 7 towers on this sprawling 9.2-acre site.The development is expected to be completed by early 2016.
