Council Member Cornegy’s move to commemorate Chisholm’s work is part of a community cultural initiative aimed at highlighting people of color who’ve specifically influenced the Brooklyn neighborhoods of Bedford Stuyvesant, where Chisholm grew up, and northern Crown Heights. This statue, unveiled in a maquette, will be designed by renowned artist Sterling Brown, Jr., in conjunction with the Crown Heights North Association. It’s set to be installed by July 2019 in Brower Park by the Brooklyn Children’s Museum, a two-mile walk from the larger, Olmsted Vaux–designed Prospect Park. Hers will be one of four statues that honor some of the community’s iconic leaders. Once erected, Chisholm’s monuments will make her the city’s fifth female figure to be memorialized in bronze or stone. The Department of Parks announced in August that suffragette leaders Elizabeth Cady Stanton and Susan B. Anthony will receive a statue together in Central Park next fall.

In a city boasting nearly 150 monuments of different men, pioneering politician Shirley Chisholm is set to get not one, but two statues in her honor. Both Mayor Bill de Blasio’s office and New York City Council Member Robert E. Cornegy, Jr., (D-36) have announced separate efforts to erect public artworks in Brooklyn memorializing the legacy of Chisholm, the first black woman elected to Congress. As a former educator and decades-long state legislator, the Brooklyn-born Chisholm inspired a whole generation of women to seek public office. She served New York’s 12th congressional district in the House of Representatives from 1969 to 1983 and was the first women to seek the Democratic Party’s nomination for president in 1972. The mayor’s effort to celebrate her life is spearheaded by She Built NYC, an initiative developed to honor the trailblazing historic women who’ve made an impact on New York. After being nominated during an open call this summer, Chisholm was chosen as the first woman in the program to be honored with a statue. It will be installed outside the Parkside entrance of Prospect Park in 2020. The artist who will design the project will be unveiled early next year.
Next Tuesday, Republican Senator Cindy Hyde-Smith will go head to head in a runoff election against Democrat Mike Espy for Mississippi’s remaining U.S. Senate seat. Since the midterm election in which no candidate received over 50 percent of the vote, her campaign has been under major threat, and she’s been laying low due to an off-hand comment she recently made at a rally. In praise of a local supporter in Tupelo, Mississippi, she laughingly said:
“If he invited me to a public hanging, I’d be on the front row.”After a video of the moment went viral on Twitter, her challenger, Espy, called the remark “tone deaf.” The incumbent senator is defending it now as “an exaggerated expression of regard,” claiming it was taken out of context. She'll face Espy in a debate tonight without outside press or an audience present, reported the Jackson Free Press earlier today. Hyde-Smith’s poor choice of words, whether meant as a joke or not, represents the irreverent and ignorant way many Americans look back on the horrific lynchings that took place in the Jim Crow South. What makes this even more deeply inappropriate is that Hyde-Smith said this in her native Mississippi, the state that notoriously conducted the most amount of public hangings on record. President Trump is set to a hold rally in support of Hyde-Smith next Monday ahead of Tuesday’s election, but Democrats appear to be reinvigorated and could pull off another upset in the South. While we as a country have worked to acknowledge our harsh history of racial tension and inequality through monuments and museums dedicated to slavery, black culture, and the civil rights movement, we’ve barely begun to take the much-needed step toward memorializing the thousands of victims tortured, murdered, and hung in 12 U.S. states from 1877 to 1950. According to a new report by The Cultural Landscape Foundation (TCLF) entitled, Landslide 2018: Grounds for Democracy, numerous lynching sites in Shelby County, Tennessee, are virtually unmarked for their historical significance. Walking by these nondescript places, no one would know that hundreds of spectators once gathered there in carnival-like fashion to witness these unforgivable acts of racial terror. TCLF makes its case for the recognition of these places by digging into the lynchings of four African Americans in and around Memphis: Mississippi-laborer Lee Walker who was arrested and hung in 1983 for looking like a man who allegedly tried to sexually assault two white women; People’s Grocery owner Thomas Moss, and his employees Will Stewart and Calvin McDowell who all suffered fateful deaths in 1892 because a white grocer nearby instigated a rumor that the Stewart had injured him; cotton farmer Jesse Lee Bond who was shot, castrated, and drowned in 1939 because he asked for a receipt at a store; and woodcutter Ell Persons who was lynched and burned in 1917 after being accused of decapitating a 15-year-old white girl. While there aren’t any grave markers for these victims, their deaths have continued to echo through America’s development as a 21st-century country. TCLF noted that, according to Dr. Jacova Williams of Clemson University’s Department of Economics, southern counties that held more historical lynchings have lower voter registration rates among African Americans today. This sad reality must be altered, and TCLF argues the only way to do it is by shining a light on such sites and their jarring stories. It’s key to our country's ability to heal and move forward as a collective society, they say. “Our shared and fragile landscape legacy has a powerful role to play in helping us understand where we come from,” said Charles A. Birnbaum, TCLF President and CEO, in a statement, “especially in the current debates, conversations, and analyses of our national identity.” These Shelby County sites are listed among 10 other at-risk historic sites and landscapes associated with human and civil rights in the U.S. Laid out in TCLF's Landslide 2018 report, every site is currently in danger of being redeveloped or demolished altogether. Some simply suffer from a lack of resources, an equally foreboding issue that plagues communities and organizations trying to bring recognition to near-forgotten places around the country. Other sites, like those found in Tennessee, have long been suppressed. But things are changing. This summer, The National Memorial for Peace and Justice opened in Montgomery, Alabama, and was dedicated to the more than 4,440 African American men, women, and children who were hanged in the South. The memorial, built by the Equal Justice Initiative and designed by MASS Design Group, has been praised by visitors and design critics alike for its beauty, timeliness, and national importance. Architect and speaker John Cary, who authored the 2017 book Design for Good, has toured public projects around the world. He described the National Memorial as “one of the most extraordinary memorial buildings" he's ever seen anywhere. Others agree and are calling it the most significant memorial on U.S. soil since Maya Lin’s Vietnam War Memorial in Washington, D.C. While a massive work honoring those lynched in the South is an incredible step forward, it’s still important to preserve the other places where the lynchings actually happened. TCLF placed these sites in its Landslide 2018 program to call attention to their fading history and to urge Americans and preservation groups to help keep them intact. The other at-risk sites include: Blair Mountain Battlefield in Logan County, West Virginia, the site of a four-day uprising by over 10,000 armed coal miners fighting for basic workers’ rights; Druid Heights in Marin County, California, a bohemian enclave north of San Francisco where poet and lesbian feminist Elsa Gidlow lived among a group of LGBTQ activists; The Hall of Fame for Great Americans at Bronx Community College, a monument featuring 96 busts that honor high-achieving individuals across various fields; Hog Hammock on Georgia’s Sapelo Island, home to the last descendants of the enslaved Saltwater Geechee community; Japanese American Confinement Sites located across the West Coast where over 120,000 people were held during World War II; Lincoln Memorial Park in Miami, Florida, a 20-acre African American cemetery in Dade County housing soldiers from the Civil War to the Iraq War; Lions Municipal Golf Course in Austin, Texas, the first desegregated course in the South; Princeville, North Carolina, the first U.S. town incorporated by African Americans; and Susan B. Anthony’s Childhood Home in Battenville, New York. All of these landscapes have played a critical role in America’s growth and continue to shape how we interact with one another, as well as how we fight and vote for a less violent, more equitable future. As the architecture industry’s chief lobbying organization, it’s the American Institute of Architects’ job to get the issues architects care about up to Capitol Hill. It hasn’t always made decisions that resonate with everyone on both sides of the aisle, such as its pledge to work with President Trump, and it's been accused of being too slow to respond to obvious problems instigated by the government, like the Environmental Protection Agency’s recent new rule on asbestos. But it has continued to battle in the political arena on behalf of architects across the country and revise its plans based on its constituents' goals. This year, as part of 2018 AIA President Carl Elefante’s vision, the AIA is urging architects to exercise their role as architect-activists and “take a seat at the table” in order to guide leadership at the local, state, and federal government levels on the future of American cities. Following last week’s midterm elections, the AIA held a “Post-Election Debrief” to outline six key issues it’s set to focus on as the new United States Congress takes shape. Affordable Housing It’s no secret that many cities across the country are experiencing an affordable housing crisis. From Naples to New York, Los Angeles to Salt Lake City, it’s harder than ever to find reasonable rent and mortgages for the nation's low-income families. The AIA wants to expand the current Low-Income Housing Tax Credit (LIHTC) and push for a similar program catered to middle-income households. Proposed by Senate Finance Committee Ranking Member Ron Wyden (D-Ore.), the Middle-Income Housing Tax Credit would allow participating states the chance to receive federal tax credits based on population with 60 percent of units saved within a rental property for residents earning up to the median area income. Some see this motion as an unnecessary waste of federal resources, as it takes away from the poorest of the poor, and argue that changing exclusionary zoning laws would have essentially the same impact. Sustainability Numerous American cities have committed to reducing energy consumption by 2030 in an effort to comply with the 2016 Paris Agreement to combat climate change. New York’s own grand goal is to cut 80 percent of its greenhouse gas emissions by 2050. To do so, the city must focus on retrofitting its existing buildings with energy efficient materials. The AIA says it will continue to back legislation that helps developers do this, though right now, it’s a very costly task. The Tax Cuts and Jobs Act (H.R. 1), which passed last December, does a lot to incentivize property improvements for individual-income business owners. However, it raises the after-tax cost of retrofitting a building for energy improvements. To combat this, the AIA believes such investment should be credited as a “qualified improvement property,” so more property owners will be interested in greening their standing structures. Resilience Natural disasters are wreaking havoc on coastal American cities and beyond. Each hurricane, wildfire, and tornado season brings more devastation than the year before. While architects can’t control Mother Nature, they can support in-need communities in numerous ways once disaster strikes. The AIA seeks to expand its Safety Assessment Program (SAP) in order to train more architects with the skills necessary to analyze buildings post-hurricane, windstorm, or flood. Additionally, Congress passed the Disaster Recovery Reform Act (DRRA) last month which gives states more room to manage post-disaster rebuilding efforts, as well as greater investment in preventing serious damage from occurring in the first place. Through a new National Public Infrastructure Pre-Disaster Hazard Mitigation Grant Program, communities can plan and build resiliency projects with fair federal funding. School Safety Mass shootings are a nationwide epidemic. Architects may not have much jurisdiction over the design and security of nightclubs, open concert venues, or religious institutions, but they can impart their expertise into the future of educational architecture. This August, the AIA launched its school safety initiative, calling for schools to receive more federal funding and grants for architectural and design services. The AIA also wants the government to help create a new public resource full of best practices and design guidelines for architects to use in order to mitigate violence in schools through well-thought design. AIA representatives have spoken out on this matter already at the White House and in front of the U.S. Department of Education as well as Homeland Security. The new Sandy Hook Elementary School designed by Svigals + Partners opened this fall and has been lauded as a prime example of the kind of “open architecture” now needed for 21st-century schools. The AIA plans to introduce legislation on safe school design to the new Congress in the coming year. Architecture Firms A section of the federal tax code forces a high tax on any foreign entity investing in a U.S. commercial real estate property if they supply up to a certain percentage of funds. This law, called the Foreign Investment in Real Property Tax Act (FIRPTA), was enacted in 1980 and partially repealed by Congress in 2015. The AIA believes it still stops new projects and jobs from reaching architecture firms by discouraging investment in local communities. The AIA is urging Congressional leaders to sign as cosponsor of the Invest in America Act, which would fully repeal FIRPTA and potentially bring 147,000 to 284,000 new jobs to the U.S. economy while providing hundreds of billions of dollars of investment in infrastructure, affordable housing, and more. Student Loan Debt In 2013, the AIA and the American Institute of Architecture Students (AIAS) introduced the bipartisan National Design Services Act to help emerging architectural professionals with student loan assistance in exchange for community service. According to the bill, the Department of Housing and Urban Development (HUD) would either reimburse students on their tuition who worked in underprivileged areas on public projects or provide grants for internships at community design centers. The bill was reintroduced to Congress in 2015 but has sat stagnant since. The AIA is asking architects to write into their local Congressperson to educate them on the initiative and call attention to how the student debt problem affects rising architects. Let out a sigh of relief (or keep holding your breath); the 2018 midterm elections are over, and voters passed judgment up and down the Eastern Seaboard on a wave of politicians and ballot measures that will impact architects, construction workers, and transportation enthusiasts. Climate change policy was also, though not as explicitly, up for a vote alongside more concrete measures. Although the dust is still settling, AN has put together a primer on what the election results mean from Miami to Maine. New York Democrats now control all three branches of government in New York State and are poised to rewrite the state’s rent stabilization laws…assuming Governor Andrew Cuomo lets them. As Gothamist noted, the 1971 Urstadt Law prevents New York City from usurping Albany’s authority and passing more stringent rent control laws than those at the state level, even as the city spirals deeper into its affordable housing crisis. The new year will bring a vote on all of the laws that oversee the city’s affordable housing stock, meaning that the newly inaugurated state legislators will be in prime position to demand stronger tenant protections. The real estate industry in New York City has historically donated to campaigning Republicans and the reelection of the industry-friendly Cuomo, however, so it’s unclear how far the governor will acquiesce. As the NYPost broke down, tenant activists are amped up at the possibility of tamping down annual rent increases and ending the ability of landlords to raise rents after investing in capital improvements. Cuomo’s reelection also likely locks in the decision to place Amazon’s HQ2 (or 2.5) in Long Island City. The governor had been a huge booster for NYC’s bid for the tech hub, promising hundreds of millions in state subsidies. On the national front, the election of a number of “climate hawks,” including New York 14th District representative Alexandria Ocasio-Cortez and the 19th District’s Antonio Delgado, will bring a group of climate-action hardliners to Washington. It’s expected the new crop of progressive voices will press the House on plans to transition toward sustainable energy and curb America’s dependence on fossil fuels. More importantly, 16 Republican House members—more than half—on the 90-person bipartisan Climate Solutions Caucus were voted out. On its surface, the collapse of the caucus sounds like a bad thing for environmentalists, but as Earther notes, the group was known for advancing milquetoast, business-friendly proposals that ultimately went nowhere. Although any climate action coming from the House needs to pass the Senate and would land on the President’s desk, where it would presumably wilt, the momentum for change is slowly building. Any climate change–confronting action will likely have an outsized impact on zoning codes in New York and beyond and would require construction teams and architects to implement steeper resiliency measures into their projects. Maine In Maine, voters overwhelmingly passed Question 3 by a measure of 2-to-1, ensuring that the state would issue $106 million in general bonds for transportation projects. Of that, $80 million will be used for roadway and bridge infrastructure construction and repair, $20 million for upgrading airports, ports, harbors, and railroads, and $5 million for upgrading stream-facing drainpipes to lessen the impact on local wildlife. One million will also be spent to improve the pier at the Maine Maritime Academy in Castine. Florida Ron DeSantis is the new governor and Rick Scott is likely to move up to become a senator. During his tenure as governor, Scott, although presiding over a state uniquely vulnerable to flooding and coastal storms, was a staunch climate change denier and banned the phrase from all state documents and discussions. DeSantis appears to be cut from the same cloth, telling crowds during a campaign stop over the summer that climate change, if it exists, can’t be mitigated at the state level. What this likely means will be a continued lack of action to mitigate climate change and its effects on a state level. Soccer lovers can rejoice, though, as 60 percent of voters endorsed allowing David Beckham’s Freedom Park to build on the Melreese Country Culb. The $1 billion Arquitectonica-designed soccer stadium, hotel, “soccer village,” and office, retail, and commercial space will span 73 acres. Michigan Gerrymandering looks like it’s on its way out in Michigan after a 60-40 vote to redraw the state’s districts. Over several decades, the state legislature had used its redistricting power to cram Democrat or Republican constituents (depending on who was in power at the time) into congressional districts where their impact would be marginalized. Now, after the passage of Proposal 2 and the subsequent amending of Michigan’s constitution, a 13-person, bipartisan panel will be established to redraw the state’s internal boundaries. Four Republicans, four Democrats, and five non-party identifying individuals will make up the commission. Barring a court challenge, money for the initiative, including pay for its members, will be allocated from the state budget come December 1, 2019. After that, the commission will draw up the new districts for the 2022 election using data from the 2020 census. The panel will convene every 10 years, in time with the census, and can only be disbanded after the legal challenges to its decisions are completed. Any Michigan citizen who hasn’t held political office in the last six years can apply to become a commissioner.
As Democratic voters moved to retake the House of Representatives and key gubernatorial seats, a series of local architecture-, urbanism-, and climate-related initiatives saw mixed results in western states. Aside from being a referendum on the divisive governance style of President Donald Trump, the midterm election brought with it fierce debates over contentious issues like expanding rent control and funding supportive housing in California, taxing carbon emissions in Washington State, and boosting renewable energy generation in Arizona and Nevada. Here’s a state-by-state breakdown of some of the major initiatives and their outcomes. Arizona: Proposition 127: An initiative to require electric utilities to use renewable energy for 50 percent of their power generation by 2035 failed in the state. The battle over Proposition 127 saw the highest amount of political spending in the state this year, with the state’s main electrical utility, Arizona Public Service, pouring over $30.3 million into a political action committee dedicated to fighting the measure. California: Proposition C: San Francisco’s supportive housing ordinance was overwhelmingly supported by the city’s voters. The initiative will raise $300 million per year for supportive housing and services from a modest tax levied on companies in the city that gross over $50 million annually in revenue. The measure is similar to the so-called “head tax” in Seattle that was passed and quickly repealed earlier this year. Proposition 1: An initiative to approve $4 billion in “housing-related programs, loans, grants, and projects and housing loans for veterans” in the state gained wide approval. Proposition 2: An initiative to dedicate $2 billion from the state’s 2004 “millionaire’s tax” toward providing “homelessness prevention housing for persons in need of mental health services“ was approved. Proposition 4: An initiative authorizing $1.5 billion in bonds for the “construction, expansion, renovation, and equipping of children's hospitals in California” was approved. Proposition 6: Voters in the state defeated a Republican-led effort to repeal a recently-passed gas tax increase. The recent increase is helping to fund bridge and road repairs while also providing new—and much-needed—mass transit funding for the state’s growing public transportation systems. Proposition 10: A state-wide effort to repeal the controversial Costa-Hawkins law that limits how municipalities can institute rent control was soundly defeated. Rather than instituting rent control statewide, the measure would have allowed municipalities the flexibility to set their own policies. Tenants’ rights and anti-displacement advocates saw the effort as providing a lifeline for their constituencies; ultimately, the $76 million raised by real estate and Wall Street interests against the measure was too much for grassroots voters to overcome. Colorado: Proposition 112: Voters in the Centennial State chose to reject a ballot initiative that would have increased oil and gas drilling setbacks from homes, businesses, and waterways. Resistance to the measure was no match for heavy spending by the Colorado Oil and Gas Association, the proposition’s main opponent. With controversial hydraulic fracturing rising to new highs in the state and an increasingly bleak outlook for climate change-related disasters around the world, Colorado’s pro-environment movement has been dealt a powerful rebuke. Nevada: State Question No. 6: Voters in Nevada approved a measure that would require state utilities to generate 50 percent of their electricity from renewable sources by 2030. In order for the measure to become law, however, it will need to survive a second vote in 2020. Washington State: Measure 1631: Washington state residents largely rejected a measure that would have imposed a first-in-the-nation tax on carbon emissions. The initiative performed well in liberal King County—home to Seattle—but lost pretty much everywhere else in the state. Measure 940: Washington state residents approved a measure that would require law enforcement officials to receive “de-escalation” and mental health training as well as provide first aid under certain circumstances. The initiative would also require authorities to conduct an investigation after a deadly use of force by a member of law enforcement in order to verify that such force meets a “good faith” test.
As the contentious U.S. midterm elections taking place on Tuesday, November 6, fast approach amid numerous accusations of voter suppression and disenfranchisement often along lines of race and class, at least one city is proactively making it easier to vote. The Los Angeles County Metropolitan Transit Authority has just approved free public transit on election day to help encourage people to turn out to the polls. This is especially important in California, which has a number of ballot initiatives impacting housing and the environment. Ballot initiatives in California this November include Proposition 1, which would expand resources for veteran housing; Proposition 2, which would implement a 1 percent millionaire’s tax to help support mental health services, housing initiatives, and other resources for homeless people; Proposition 3 which would authorize nearly $9 billion in bonds for spending on water infrastructure and other environmental initiatives; and Proposition 10 which would allow local governments to implement rent control. The decision to expand voter accessibility in Los Angeles comes at a time where various forms of voter suppression and disenfranchisement are being brought to light across the country, including the intentional disenfranchisement of certain people who have served jail time, voter roll purges in states like Georgia, and gerrymandering districts to turn them red, such as in North Carolina’s 13th district. Some sources have also spread misinformation on the day the elections take place, such as in Suffolk County, New York, where a mailer from Republican incumbent Rep. Lee Zeldin featured the wrong deadline for absentee ballots (it’s November 5). Voter ID laws in many states have been accused of preventing lower income and minority voters from being able to enact their right to vote. In North Dakota new ID and residence rules, upheld by the Supreme Court, have been argued to be systematically targeting Native Americans. Relocating where people go to vote is another method that has been accused of attempting to prevent voter turnout. The ACLU has been brought a federal lawsuit over the choice to move a polling station for Dodge City, Kansas, whose population is majority Latinx, to a difficult-to-access location outside of the city limits. Similar moves to make voting hard to access, especially for people without flexible work schedules or easy transportation access, have been seen across the country, particularly in areas that have larger populations of people of color, as well as urban centers that tend to be more diverse and liberal-leaning. Los Angeles's announcement came as New York's Citibike announced that their bikes would be free to use for all on election day. Motivate, Citibike's parent company has announced that services in the Bay Area, Boston, Chicago, Columbus, Jersey City, Portland, Minneapolis, and Washington D.C. would all be free on November 6 as well.
Vaunted champion of urban living standards Enrique Peñalosa (pictured) is running for president of Colombia. As mayor of Bogotá, Peñalosa introduced a number of changes that improved the city's public transportation system and also made it more pedestrian- and bike-friendly. His three-year reign witnessed the the implementation of the TransMilenio bus rapid transit system which services 2 million Colombians daily. He also instituted of a number of measures strategically restricting auto-traffic within certain parts of the city. Since 2009 the Duke alum has been president of the Institute for Transport and Development Policy, an organization that promotes transportation solutions globally. Peñalosa will be representing Colombia's Green Party in the 2014 elections, which take place May 25.
Yesterday Queen City voters nixed a ballot measure that would have banned all rail funding, which would effectively have killed the Cincinnati's planned streetcar. In defeating Issue 48, voters cleared the way for construction to begin on the downtown to the Over-the-Rhine light rail line early next year. The margin was tight, only a percent and a half, but it was large enough to avoid a recount. According to UrbanCity.com, the election also solidified support for the line on the city council, with three new pro-streetcar council members elected, for a seven to two majority.
On Tuesday, voters in Cincinnati voted to reject Issue 9, a proposed charter amendment that would have made any passenger rail-related spending conditional on ballot approval. The amendment appeared to be an effort to block the proposed Downtown to Uptown streetcar line. Now that the ballot measure has been defeated, the Cincinnati Enquirer is reporting that local officials appear poised to announce significant Federal funding to advance the project.
As AN reported yesterday, California voters came out in force to favor a handful of pro-transit and planning initiatives, a trend that swept the country on election day. According to a press release from the America Public Transportation Association (APTA), 16 states approved 23 ballot measures on Tuesday, dedicating some $75 billion to transit-oriented projects. William Millar, the APTA president, applauded American's for their historic vote:
It is significant to note that in a time of economic uncertainty, more than 70 percent of transit-related ballot measures passed as people voted to raise public revenue in order to improve public transportation. Americans understand that public transportation has many benefits. Taking public transportation is the quickest way to beat high gas prices and save money. It is also one of the most effective actions a person can take to reduce carbon emissions and fight climate change.In total, 32 initiatives were on the ballots Tuesday. Beyond the California votes, APTA singled out Seattle's plan to expand commuter rail, as well as a similar but smaller one in Honolulu that set aside $3.7 billion. And the Mahoning County (home to Youngstown) system was kept alive thanks to an increase of the local sales tax by 0.25 points.
