New York City Zoning Board Burns Studio Gang’s “Solar Carve” Tower Along the High Line

Chicago’s Studio Gang Architects announced plans for their New York debut in late 2012. The proposed building, located near the High Line along 10th Avenue between 13th and 14th streets, features a serrated edge that maximizes daylight on the elevated park next door—Jeanne Gang called it “solar carving.” But the legal path to realizing that faceted glass facade had some unexpected kinks of its own. The Greenwich Village Society for Historic Preservation (GVSHP) was “thrilled to report” that the building’s developer withdrew their application for a zoning variance for the building. At 213 feet tall, the tower would have been 34 percent larger than current zoning allows. After a few appearances before the Board of Standards and Appeals, the project's land use attorney told the New York Observer that the zoning request had fallen flat. The developer, William Gottlieb Real Estate, is apparently moving forward with a modified application, but for now the project remains blocked. The High Line intersects the site, which is currently an empty meatpacking plant. Gang’s design placed the tower near the Hudson River, abutting the High Line. GVSHP contested the developer’s position that sandy soils and the High Line’s proximity constituted a “hardship” worthy of a zoning variance. The 186,700-square-foot office tower was planned to open in 2015. If a revised application seeks different setbacks, the “Solar Carve” tower might meet less resistance from neighborhood groups. “We have no objections to the proposed development setting back differently than the zoning requires, as this would have no negative impact upon the surrounding neighborhood,” wrote GVSHP’s executive director, Andrew Berman. “Increasing the bulk of the proposed development, however, would have such a negative impact.”

Lexington’s 21c Museum Hotel by Deborah Berke Partners Delayed

Those planning Lexington’s 21c Museum Hotel say the $40.5 million project will take longer than expected, but should come sometime in 2015. The growing Louisville-based hotel company bought the historic First National Bank building and an adjacent structure in Lexington's downtown last year, winning city approval for design plans shortly after. Once planned for office tenants, the boutique hotel in Lexington’s downtown apparently sustained more water damage than previously thought. New York–based Deborah Berke Partners has been tapped to design the boutique hotel. The firm also designed 21c Museum Hotels currently operating in Louisville, Cincinnati, and Bentonville, AR. As for its design, 21c CEO Steve Wilson told Kentucky.com:

As in the 21c hotels in Louisville and Cincinnati, the restaurant will be its own entity, with a high profile.

The hotel will not be pretentious, Wilson said: "No gilt mirrors."

Despite the pared-down aesthetic, it will be luxurious, with top-flight service, bedding and amenities; there will be light in all the right places, Wilson said.

There might be polished concrete floors or a chandelier of scissors, he said.

Preparing for Future Storm Surges Delays Rogers Marvel’s Brooklyn Bridge Park Pierhouse

While Hurricane Sandy hasn’t slowed development in some parts of Brooklyn, it has delayed the groundbreaking of the Roger Marvel Architects-designed hotel and residential complex at Pier 1 in Brooklyn Bridge Park called the Pierhouse. The New York Post reported that the project was originally slated to begin construction this month, but Toll Brothers, the developer, said they will hold off until the redesign of the 159-apartment and 200-room hotel complex is updated with measures meant to protect against future storm surges. Changes include elevating the building three feet, adding steps and ramps to the lobby, and placing the mechanical systems on the roof. This development is paying for a considerable portion—about $3.3 million—of the park’s $16 million annual maintenance budget. Nearby, plans for a velodrome proposed for the park were scrapped in part due to potential flooding of the site.

Confusion Abounds On Delays At Calatrava’s World Trade Center Transit Hub

It looks like construction of Santiago Calatrava’s World Trade Center PATH hub won't be wrapping up any time soon. Second Avenue Sagas reported that costs are mounting as the project deadline keeps getting extended. The project could now cost an additional $1.8 billion, and take another 18 months as a result of flooding from Hurricane Sandy, which would mean the station wouldn’t open until 2016. In an interview with The New York Times, Cheryl McKissack Daniel, president and chief executive of McKissack & McKissack, an architecture and construction management company specializing in infrastructure, discussed the cause of the delay. The Port Authority of New York and New Jersey and the Tishman Construction Corporation, however, insist that the transit hub will still be completed by 2015, according to the New York Observer.

Gerson’s Ground Zero Gambit

Alan Gerson, the City Council rep for Lower Manhattan, issued a major statement today along with the Lower Manhattan Redevelopment Committee, which he chairs. The statement lays out 17 demands the committee feels will ensure the timely opening of the memorial plaza by Septmber 11, 2011. It opens with an imposing if realistic appraisal of the challenges dogging the project so far:
The World Trade Center site is one of the most technically complicated modern construction projects ever undertaken: the building of five high rise towers, concomitantly, on a sixteen acre site over two train lines; issues of unprecedented toxicities and missing human remains; all in the middle of a bustling residential and business district. The architects, engineers and workers on the ground deserve credit for the performance of a difficult task, and interruptions, unexpected technical problems and delays should have been anticipated from its inception.
Gerson said that with the economy faltering, some might want to scale back or delay the project further, but he sees it as a WPA-style infrastructure opportunity, which can create jobs and infrastructure, which will be crucial once the economy rebounds. Gerson finished by asking Mayor Bloomberg, the Port Authority, and the LMDC to come together to finish the project on-time and in-line with Gerson's recommendations. An LMDC spokesperson said that the agency welcomed the advice but had the various projects under control. "It doesn't really look like anything new," the spokesperson said. And, according to today's Times, the disparate parties overseeing Ground Zero have come up with a new plan to finish the memorial and much of the site by the tenth anniversary. Update: Bloomberg spokesperson Jason Post responds: "We have different views. Council member Gerson thinks we need to add another layer of bureaucracy, the administration thinks we need to remove one." 1. Appoint an auditor general to monitor all Lower Manhattan redevelopment projects 2. Reaffirm the 9/11/11 deadline for permanently opening the Memorial Plaza 3. Modify PATH train mezzanine to achieve simple elegance with columns 4. Within 90 days, the MTA must re-issue bid specifications for the Fulton Street Transit Hub with specification changes aimed at lowering costs by at least $200 million 5. Fully fund Fiterman Hall’s reconstruction 6. Reaffirm the Performing Arts Center (PAC) at the proposed location, with the 1,000-seat theater in a Gehry designed building, with the Joyce Theater as the anchor tenant 7. The Port Authority must issue a timeline for the turnover of Tower 2 to Silverstein Properties immediately and issue a status report and timetable, with benchmarks for the completion of any outstanding infrastructure work on the sites for Towers 2, 3 and 4 8. Immediately convene a Memorial access planning group 9. The LMDC must release design specifications 10. NYPD and FDNY must conduct and release a full security and fire safety audit of plans for the underground museum 11. Produce a Lower Manhattan bus plan within nine months 12. The LMDC must immediately issue a detailed status report and timetable on 130 Liberty Street and provide regular updates 13. Close Vesey Street between Church Street and West Broadway, but only if the Port Authority meets the burden of demonstrating that to do so would materially save time or provide for greater safety 14. Continue the Steering Committee recently established by Port Authority Executive Director Ward 15. Continue the Port Authority briefings for Family Members and Community Leaders in Lower Manhattan 16. Integrate the Tribute Center permanently into the Museum Entrance Building 17. Create a mechanism to strengthen construction site safety and Lower Manhattan’s livability
