The Seattle City Council has given preliminary approval to a transformative expansion plan for the University of Washington (UW) that would create a new high-rise innovation district beside the UW's waterfront campus in northeastern Seattle. The Seattle Times reported that the expansion could include up to 6 million square feet of new development, enough to cater to roughly 7,000 new students and staff members. Of that total, roughly 3 million square feet would be dedicated to the new innovation district, which is depicted in a rendering accompanying the proposal as a cluster of pixelated towers surrounding a proposed light rail transit stop slated to open adjacent to the campus in coming years. The expansion would also grow along the Portage Bay waterfront, according to a potential site plan, and would include up to 450 affordable housing units. Ultimately, the expansion could double the size of the university with respect to a previous growth plan approved in 2003 by building on top of existing parking lots and sports fields currently used by the university. The approval granted by the Seattle City Council is contingent on additional affordable housing—the university originally proposed building only 150 affordable units—and a greater emphasis on walkability and transit accessibility for the district than was originally proposed. According to the approved plan, the affordable housing component would serve to provide residences for some of the university's new low-wage workers. The greater emphasis on transit access aims to ensure that those workers, many of whom are expected to drive in from far-flung and more affordable areas, have other options for getting to work. The expansion is aimed at increasing the size of the university without meaningfully expanding its footprint into surrounding areas. As a result, up to 86 sites currently owned by UW would be open to development, including several slated for high-rise development with a maximum height limit of up to 240 feet, The Times reports. Next, the plan heads back to the university for final approval. A project timeline estimates that the plan will come into being in phases over the next decade or so.

With the completion of initial community-engagement efforts and a recent approval by the Seattle Design Commission, the extent of potential changes coming to Seattle’s visionary Freeway Park are beginning to come into finer relief. The late modern freeway cap park designed by Lawrence Halprin and Angela Danadjieva spans a downtown section of Interstate-5 and is undergoing community-driven wayfinding upgrades aimed at boosting the park’s pedestrian visibility and its diversity of uses. Potential changes include the installation of a bandshell, new restroom facilities, a food kiosk, a playground, and even a bouldering wall, Capitol Hill Times reports. The additional functionality will also come with cosmetic and safety-oriented upgrades like increased street lighting, new signage, and the addition of visual markers and colorful paving aimed at drawing more people to and through the 5.2-acre park. The changes were initially led by the Freeway Park Association (FPA), a nonprofit steward of the park. FPA hired local landscape architects Site Workshop to design improvements for the park. The team is now joined by the Washington State Convention Center (WSCC), which is contributing $10 million toward the renovations as part of a public benefits package associated with its own expansion plans. WSCC’s funds would be utilized by the Seattle Parks and Recreation department to implement the design solutions generated via FPA and Site Workshop’s efforts. That effort will be joined by a Seattle Department of Transportation initiative aimed at sprucing up seven of the park’s entrances. The proposed changes come as the 44-year-old park and its constituent “freeway vernacular” aesthetic of board-formed concrete and clustered, stepped terraces and fountains becomes surrounded by an ever-increasing number of corporate office and condominium towers. As the neighborhood around the park has densified, portions of the site have fallen into shadow and some the meandering park’s many entrances have become obscured by new development. The resulting disuse has rendered one of Seattle’s largest urban parks dangerous—a person was murdered there in 2005, a crime at least partially blamed by some on the park’s overgrown state. Referencing the park’s physical isolation, Riisa Conklin, executive director of Freeway Park Association, told The Architect’s Newspaper (AN), “‘Perception of safety’ is particularly complicated for a park that is essentially without the typical ‘eyes’ that surround most urban parks connected to city life via streets and building facades.” Conklin added, “Freeway Park's edges are occupied by private development or the freeway. While the rush of the freeway provides a truly beautiful and unique experience it does not engender the feeling of security that most park users long for.” The park’s mid-life crisis is a common one for late modern structures and landscapes. As the doggedly polemical works of the 1970s and 1980s begin to age, their often austere faces are being met with interventions aimed at softening the edges a bit. In the case of Freeway Park, changes are geared toward pacifying the park through occupation in the form of “programming” and “activation.” And so, bold the designers and organizers behind the renovations envision bold and colorful initiatives throughout the park that according to some, clash with the contemplative nature of Halprin and Danadjieva’s original designs. At a recent Seattle Design Commission meeting, several design commissioners expressed disapproval with the proposed upgrades, arguing that some of the proposed ideas were incongruous with the quiet, contemplative nature of the park. The commissioners pointed to proposed blade signage, paving materials, and particular art installations as aspects of the new designs that should be reconsidered. At the meeting, Capitol Hill Times reports, commissioner Laura Haddad suggested “going back to the natural palette whenever possible,” adding, “I would not look at this crosswalk and think ‘Freeway Park.’” Despite the commissioners' reservations, the FPA initiative was approved and will now head to the City for final decision. In an email to AN, FPA’s Conklin celebrated the SDC approval, saying, “This is just the beginning! And we are thrilled to have secured the funding to do much-needed upgrades, restoration, and added modern amenities for Freeway Park.” And while the planned changes are surely being pursued with good intentions, it remains to be seen what existential impact the renovations will have on what is widely considered a seminal work of landscape architecture designed by some of the field’s leading figures. Freeway Park was among a collection of Seattle-area parks listed in a compendium created by The Cultural Landscape Foundation (TCLF) highlighting threatened nationally-significant landscapes. In a press release announcing the list, TCLF describes the proposed changes to the park as "incompatible" the park's original design. As the world’s first freeway cap park, Halprin and Danadjieva’s designs helped to bring landscape architecture into the postmodern era by challenging the totality of both the freeway and the prototypical American lawn simultaneously by stacking one above the over. Designs for the park were widely published upon its completion, providing a brief but nuanced window into a bleeding edge of design and urbanism trends that would not gain common currency for decades. Today, urban freeway cap parks are allowing cities across the world to retake precious space from cars by healing some of the physical scars resulting from the initial build-out of automobile highways. Freeway Park’s layered array of winding, concrete paths and terraces dared to postulate that areas above and around freeways could be wonderful places too, a direct rebuke to much of that era’s urban planning regimes. A question for today is whether some of the most lasting effects of that era—grit, grime, and yes, darkness—have a place in the urban parks of tomorrow.
In Seattle, the University of Washington (UW) is battling the city and three local nonprofits—Docomomo WEWA, Historic Seattle, and the Washington Trust for Historic Preservation—was discussed last Friday at a hearing at the King County Superior Court though a decision is still pending. The issue: whether the city can declare More Hall Annex, the 1961 Brutalist building on UW’s campus, a historic city landmark, and effectively stop future development plans on the site. The building is already on the national and state registers of historic places. Designed by The Architect Artist Group (TAAG) that included Wendell Lovett, Daniel Streissguth, and Gene Zema, the building was once home to a nuclear reactor for training nuclear engineering students. The lawsuit embodies the age old case between developers and preservationists, a “freedom to” vs. “freedom from” debate: the university wants to exercise their control, or freedom to develop, and for the city and three involved non-profits, it’s a case of protection, or freedom from demolition of historically significant buildings. “If the university wins it could set a precedent for exempting the UW and other state universities from local land-use laws,” writes Crosscut, an online nonprofit newspaper based in Seattle. "If the city prevails, Seattle’s landmarks ordinance could apply to buildings on campus, including the historic More Hall Annex, aka the Nuclear Reactor Building, which the UW wants to tear down but preservationists want to save.” UW is arguing this is a constitutional issue, while the city believes the UW Board of Regents must adhere to land-use regulations. The clash between the university and the city over More Hall Annex is not new. In 2008, The Seattle Times wrote a piece on the controversy, "UW building is hot, but is it historic?", that profiled a UW architecture graduate student’s plan to help save the building. After learning UW wanted to demolish More Hall Annex, she nominated it to the National Register of Historic Places. The university did not move forward on demolishing the building because of the recession. The student's application was successful. In 2009, More Hall Annex was added to the National Register of Historic Places, an unusual move as the building was less than 50 years old at the time and architects involved in the project were still alive. Yet the university re-examined its plans. In early 2015, according to GeekWire, UW hired Seattle firm LMN Architects to develop plans for a second computer science building. A draft environmental impact statement featured options exploring the More Hall Annex site. Microsoft pledged $10 million to UW to help fund the project. More Hall Annex has stood empty for more than two decades. The nuclear reactor was decommissioned in 1988 and fully decontaminated just under a decade ago.
This past fall, a Reddit post leaked a Seattle design proposal draft with massings of what could have been the tallest tower on the West coast. The images depicted a 102-story tower standing 99 feet higher than the current record holder, the 1,018-foot-tall U.S. Bank Tower in Los Angeles. The proposed Seattle tower, dubbed 4/C, is slated for a parcel that is currently a parking lot in Seattle's downtown central business district at the southwest corner of Fourth Avenue and Columbia Street. The developer, Crescent Heights International Living, based in Miami, has tapped Seattle design firm, LMN Architects. The mixed-use tower would house 150 hotel rooms, 165,000 square feet of retail space and offices, and 1,200 residences. But officials at the Federal Aviation Administration (FAA) aren't approving the proposal. They issued a notice saying the tower would impede business at the Boeing Field airport. They cited that the height could interfere with navigable air space and that the massive size of a construction crane to build even a slightly smaller tower could cause issues with hospital helicopter flights. The FAA is giving Crescent Heights an alternative, take-it-or-leave-it deal: max out at 965 feet. With this revised height, 4/C would miss breaking the tallest Seattle building record by just two feet, undefeated since 1985 by the 76-story Columbia Center.
It’s been almost half a century since Jimi Hendrix passed away. And now after several delays, a 2.5 acre park in the Seattle Central District neighborhood where Hendrix grew up is being developed. Currently, the City of Seattle and EERG Inc. are seeking a construction contract. The plan for the site, which is near the Northwest African American Museum, will feature paths and plantings that, from above, look slightly like a guitar. The first phase will include “a new stairway and grand entrance at the southeast corner of the park, paved pathways, a chronological timeline of Hendrix’s life and career, rain infiltration gardens, a butterfly garden, and a performance plaza,” reported Curbed Seattle. The second phase will include features like a performance space and a “sound wave wall” with silhouettes of Hendrix. The Jimi Hendrix Park Foundation and the Friends of Jimi Hendrix have raised over $1 million dollars and were given $500,000 through the Seattle Parks and Green Levy Opportunity Fund Grant. “The importance of having a park about Jimi is really about honoring and memorializing him as a musician, and as an artist," said Janie L. Hendrix, Jimi’s sister and director of the Jimi Hendrix Park Foundation. "He’s given so much to the world, which we continue to enjoy and listen to."
