Los Angeles’s homelessness crisis has quite literally reached the offices of City Hall. In recent weeks, a typhus outbreak that has been tied to the explosion of encampments around the city has migrated into the building via flea-carrying rats. The Los Angeles Times reported that at least one city employee had possibly contracted the disease while at work, and many others have spotted rodents around the premises. Apparently, L.A’s City Hall is plagued by a stubborn rat infestation. According to The Times, rats have been spotted at various city-held events, including a Halloween celebration last year during which a rat was observed gnawing on a decorative pumpkin. The rats have been observed living in office plants around the complex while fleas have infested the City Hall carpets, as well. City Council President Herb Wesson recently moved to investigate how much it would cost to have all of City Hall’s carpets removed and replaced with some other type of flooring. Wesson has also launched a review of the complex’s office plants to deduce which ones are most hospitable to the rodents. Wesson has implied that the ongoing demolition of the Welton Becket–designed Parker Center nearby could also be a potential source for the increase in rats around City Hall. Health officials across the state have been battling various disease outbreaks—including a deadly Hepatitis A outbreak in San Diego—that have proliferated as the number of unhoused Californians has skyrocketed in recent years. Los Angeles County officials declared a typhus outbreak in Downtown Los Angeles. A 2018 point-in-time count by the Los Angeles Homeless Services Authority found that 31,285 Angelenos were living outdoors across the city.

Basel, Switzerland–based Manuel Herz Architects has designed a 1,550-square-foot carpet installation for this year’s Swissnex San Francisco conference that uses humanitarian texts as stylistic and educational motifs. The project, named Rights on Carpet by the Swiss architects, combines the complete texts from human rights-related declarations with brightly-colored, geometric patterns and symbols. The carpet specifically highlights the 1864, 1906, 1929, and 1949 Geneva Conventions, the 1948 Declaration of Human Rights, the 1951 Convention Relating to the Status of Refugees and the 1966 Convent on Economic, Social, and Cultural Rights. The carpet—meant to be occupied shoeless—features texts within collections of rectangular frames that are organized in a series of concentric circles. This scheme is meant to gesture toward Muslim prayer rituals. This aspect of the carpet’s design, according to a press release announcing the installation, is meant to highlight “the activity of sitting in groups and debating and learning about a common topic ... exactly what takes place in mosques.” The text of the latter three documents mentioned above is displayed in the circular regions while the Geneva Conventions texts make up the interstitial spaces along the carpet. In an email to The Architect’s Newspaper, Herz said:
At a time when these rights and values have been questioned, and even been grossly undermined, when politicians are openly considering withdrawing from declarations of human rights, and when an appeal to these treaties seen as dated, derided as an expression of political correctness, or even mocked as a symptom of weakness, it has become more important than ever to remind ourselves of the actual wording of these treaties, and to bring their source texts back into our general consciousness. The carpet thus starts to trigger and feed discussions and debates around the topic of humanitarianism. It becomes an architectural device for curating the exchange between people.The carpet will be on display at Swissnex San Francisco through May of 2017.

Pyne Arborite A bold, graphic faux bois is rendered on high-pressure laminate for Pyne, one of three patterns in the INK series. Designed by Giona Maiarelli, the pattern is a wink to his Italian view of 1960s America, refined by years of graphic work for the likes of Milton Glaser and Harper’s Bazaar. The product comes in 4- by 8-foot panels and is available in inverse combinations of Purple and Orange. Biobased Xorel Carnegie Seven years of research went into reimagining the Xorel line of wall coverings and upholstery fabric—traditionally a petroleum-based product—in sugar cane. The U.S. government grants a bio-based label to any product with at least 25 percent biomaterial, but Xorel is composed of between 60 and 80 percent sugar. Ninety-one colors are available in three existing and three new patterns. SilentMesh GKD Metal Fabrics GKD has developed a ceiling solution from its line of metal fabrics. The multi-layered system features a lightweight aluminum honeycomb core that is stable, sound absorbing, and maintains strong architectural edges and finishing details.
