As the time of development emphasizing quality rather than speed is upon us, urban regeneration has become an increasingly hot topic for the coming urbanization process in China. As a major part of urban regeneration, industrial heritages are in possession of rich historical, social, scientific and cultural values. Previous revitalization happened in Ruhr Area in Germany, SOHO District in New York, and Iwami Ginzan Silver Mine in Japan, have all successfully achieved social-economic transformation through but beyond its historical space.

And now this classic challenge of transformation has come to China, how to revive our historical space in the city towards the future?

UED, as one of the most influential research and practice institutions in China’s urban-rural innovation and development field, attempts to collect ideas by holding International Master Invitational Competition to help with urban regeneration in an innovative way.

“Planning and Design for Beautiful Hebei The Third Hebei International Urban Planning and Design Competition (Handan)”, with the theme of industrial heritage transformation and revival is opened at January 16th, 2020 in Handan, Hebei Province, China. In 2018, 2019, UED, as the organizer and excutive body of this series competition, has already hosted the Hebei Urban Planning and Design Competitions and related exhibitions and academic seminars in Qinhuangdao City and Xingtai City respectively, successfully providing a new platform for the international academic exchange.

Handan, as a famous historical and cultural city with a history of 3100 years, is one of the important initiations of Chinese civilization. Several cultural and historical heritages of ancient time are located here, such as the ruins of Zhaowang Heritage Site and the Ancient City of Guangfu. As its pillar industry, Handan Iron and Steel Group Co., Ltd (Hansteel). made significant contributions to the City of Handan in the past. However, due to the rapid growth of the city, the Handan Iron and Steel plant, which was originally located in the far suburbs of Handan City, is now right next to the city center, causing a great impact on the air quality and thus the urban life. How to utilize the industrial heritage of the East Plant of Handansteel and transform it into a driving force for the development of Handan will be an important focus in this year’s Master Invitational Competition.

“The Transformation and Revival of Industrial Heritage-Hansteel District Urban Design Master Competition” is co-hosted by the Hebei Provincial Department of Housing and Urban-Rural Development, Department of Natural Resources of Hebei Province, Handan Municipal People’s Government, Handan Natural Resources and Planning Bureau and Urban Environment Design (UED) Magazine. The organizing committee of the competition has invited Dominque Perrault Architects, Coop Himmelb(l)au, UNStudio, Academician CHENG Taining Team, Academician WANG Jianguo Team, Academician ZHUANG Weimin Team to participate in the master competition and envisioning the future planning of Handan.

The six master teams will conceptualize the planning and design within the core of Hansteel East Plant, this is an area of approximately 8.66km2, which bears the industrial memory and historical accumulation of Handan City, with the premise that the industrial heritage should be reasonably protected. Detailed urban design will be carried out for 1.0km2 within this area. Through creative transformation and innovative design, dynamic revival is expected to be realized. Along with the characteristics of these times, ultimately driving the overall quality development of Handan City.

The final design results will be announced in July, stay tuned.
